Authentic Neapolitan pizzas are typically made with tomatoes and Mozzarella cheese.  Genuine Neapolitan pizza dough consists of high-protein wheat flour (type 0 or 00, or a mixture of both), natural Neapolitan yeast or brewer’s yeast, salt and water. The dough must be kneaded by hand or with a low-speed mixer. After the rising process, the dough must be formed by hand without the help of a rolling pin or other machine, and may be no more than 3 mm (⅛ in) thick. The pizza must be baked for 60–90 seconds in a 485 °C (905 °F) stone oven with an oak-wood fire.[4] When cooked, it should be crispy, tender and fragrant.

Those were just a few of the standards for an authentic Neapolitan pizza (published on Wikipedia), as recognized and protected by the Associazione Vera Pizza Napoletana.  Likewise, most of the things you take for granted in the world, with the exception of things like knock-off Rolexes, are constructed from materials meeting standards, are built to certain standards, and if they carry any kind of guarantee of quality or workmanship, must meet performance standards.

Unless your organization is living in a 1950’s time warp, the people in your community, when they call the fire department for help, expect help for many things that exceed the scope of “firefighting”.  Regardless of whether your community is staffed with a career or a volunteer department, there are increased expectations on the level of service being provided.  I can rationally argue the need for standards on a number of different levels.  I will, however, only provide you with this one today; it’s the minimum.

If you want to call yourself a firefighter, there are certain things you should be able to do.  If you cannot do these things, you run the risk of hurting yourself, not to mention others.  You also run the risk of making an emergency greater than it was when you arrived.  As a reasonable and prudent individual with a duty to act, you agree that your “job” (as a firefighter) entails certain knowledge, skills, and abilities to allow your organization the ability to advertise a product. What that product is in your jurisdiction could be limited to fighting fire or could be all-hazards, or anywhere in between.

Your community, in supporting the “fire department”, does so with the understanding that you are what you say you are.  The community defines that expectation; if their only expectation is that a group of bubbas show up to put out a fire when it occurs, then maybe you don’t need to meet a standard.  If that’s the case though, when insurance companies decide the risk is too great in your community, don’t be surprised when the citizenry can’t get coverage and they hang you (or your chief) in effigy at the town square.  And that may be getting off light.

Minimum standards, among other things, define.  Since a group of individuals representing different aspects of the world affected by a certain thing decided and agreed on a definition, and that group is recognized by the others affected by that thing, the definition becomes a standard.  I could write a standard on constructing nuclear plants and declare it the minimum standard, but since I have no authority or expertise in doing so, my standard would likely be considered meaningless and useless.

For those who aren’t in favor of standards, I’d suggest that it’s not that you aren’t in favor of standards, but what is in those standards and how they came to be.  If that’s the case, I’d say that before you make any proclamations on a standard being a “bad” standard, you seek to understand how that definition came to be and how it happens to be the minimum.  In many cases, I’d bet that you’d find that others wanted a much stricter or more restricting definition and the end result was what everyone on that committee agreed was acceptable for use or was prudent.

Like I tell the people who work with me, don’t complain about anything unless you tried to do something about it.  If you don’t like a standard, feel free to get involved.  But the long and short of it is this: standards exist for at least one primary reason, and that reason is to define what something is.  In the absence of any other meaningful definition, if something close fills that void, that standard will be the one that defines the subject matter.  You can be angry about it if you like, but if you don’t like it, change it.

In the meanwhile, if it’s an accepted standard, you can assume you’ll have to meet it.  You can say all day that you choose not to meet certain standards, but if you are like me, you will understand that to not do so will leave you open to a number of things, including liability.  The only way to escape it is to lay that decision on the people who are at that payscale: the politicians. But that’s a blog post for another day.

Stay safe and do the best you can with what you have.  But remember, the standard is what defines you.  If you have no standard, you have no definition, and in that case, a monkey can do your job.  Even pizzas are made to standards.  If having no standard is what your community believes to be okay, then know that you ultimately get what you pay for, and if your community doesn’t support a department with minimum expectations of members, they shouldn’t be surprised when everything within the city limits are a smoking ruin some weekend.

To My Facebook Friends

The other day I succeeded in putting a U.S. Army SAR Technician together with a state US&R asset in Tennessee.  I supplied my girls’ swim instructor names of friends who have run the Chicago Marathon.  Later in the evening, I was contacted by a friend who had another friend needing examples of state mutual aid agreements.  Years ago, not only might I not have known the people to put these friends in touch with, but I might not have even known the people asking either.

While I created Firehouse Zen to educate others, my Facebook, Twitter, LinkedIn, and Firefighter Nation accounts have become essentially my “research sources”.  The more minds I can get exposure to, the more likely it is I am going to get an idea from somewhere, or be able to answer a question, or just generally help.  While there are still a few skeptics, I know of many who find this new frontier exciting and intriguing.  It is apparent that electronic media and social networks have really begun to find a place in the emergency service world, if used correctly.

Knowledge is most certainly power; your network is the essential element in communicating that knowledge.  It used to be that you would have to attend dozens of conferences a year to connect with others, now I can do it from the desk in my office, or on a good day, on my porch with my toes in the pool.  Day after day, social media is revolutionizing our industry.  The more people you can connect with, the more likely you are to have an answer if called upon.

Although these applications were designed for socialization, many of us realize the utility of having access to names from all over the globe.  These contacts are not only from within our ranks but from business, NGOs, military, and a host of other classifications we once didn’t have ready access to, people who may have faced similar challenges and can provide insight, or people who might at least know a source for further inquiry.  While there are downsides, there are upsides we haven’t even begun to touch on yet.  I continue to add pretty much anyone who asks to “friend” me, mostly because I’m not looking for exclusion, I’m looking for inclusion.  I want anyone who wants to gain access to what I know to be able to, and likewise if they have something to share with me, to be able to do so easily.

So here’s to you, my Facebook buds, my LinkedIn compadres, and all of the rest of you out there who provide me a secure base of information, education, and friendship.  And to those of you who aren’t yet, feel free to come by and friend me, because while today you might have something I need, hopefully someday there’ll be something I do to return the favor.  Reach out and meet some people.  Like they say at Disney, “It’s a small world after all”.

I reported to work this morning and caught this news as I walked in the door.  This quake was reported as being an 8.8 and is also the cause of a tsunami that is expected to strike various nations in the Pacific basin.  I’m sure we’ll be hearing more about this over the next few days and since I’m not a “news” blog, I’d suggest keeping an eye on this from our other FireEMSblog partners who are.  Here’s the article from Reuters.

While I have been hearing reports that Chile’s infrastructure is significantly more robust than Haiti’s was prior to the quake, an 8.8 magnitude quake can’t be good for anything requiring stability, so once daylight hits there, I’m sure we’ll hear a lot more.  As far as US&R assets, I’m sure we’ll also be hearing about requests for those although just like before, I think Haiti was an anomaly in the deployment of any American teams other than the ones who are contracted through USAID (so if you are a FEMA or State team not on that very short roster, I wouldn’t be packing my bags quite yet).  However, I felt pretty stupid the last time when I said, “oh, no, only teams assigned through USAID go to disasters out of country”, and a day later all kinds of teams were getting put on standby.  Never say never, I guess; Just goes to show you there really aren’t any experts in emergency service management.

Keep these folks in our prayers.  They’ll need them.

Trust is the mortar, the bond between power and responsibility.  Without empowerment, people are unable to act on their vision.  Give someone power and they are free to create all kinds of possibilities.  And in turn, if you give someone power and they squander those opportunities, those with power are reluctant to share it again.

There are several reasons why “leaders” fail to empower others, some of which involve the hesitancy to trust others to use the power wisely.  There may have been a precipitating event to foster this mistrust, or a cumulative effect may have occurred.  There are those who distrust others based on perception.

Take, for example, those who mistrust others because of outward appearances.  If you come into my place of business to get a job and don’t look professional, if I’m trying hard to convey a professional appearance, then you shouldn’t be surprised if it requires me a moment to trust in you.  Dressing the part goes a long way toward opening doors; in fact, it opens more doors than closes them.  But this is just the beginning: speaking my language- not just English, but using intellect and knowing the jargon- permits me to believe I can trust in you that you know what I know.  Using logic permits me to believe that you are mature and understanding of the options, and thus, maybe trustworthy.  None of this in and of itself should establish your credibility; you may dress like a slob and be a genius.  You may not have good English skills and yet have an amazing amount of information to share.  You may be one of those crazy artists who isn’t very logical, but has an excellent abstract way of looking at a problem.  But each of these things allows me a good feeling that I can take as: this person understands that what I think is important, they think is important.

Now while you can dress the part and talk the talk, that doesn’t make you trustworthy.  That’s the realm of the con man.  That gets you in the door.  The essential element is that once I allow you to open the door, you prove that the small amount of trust I hand over to you is nurtured and used appropriately.  Furthermore, if I permit you this trust, if something goes wrong, instead of stepping away from the situation, you own it and work to resolve it, I’m more willing to at least extend you a certain amount of trust again.

It’s completely give and take and it requires a certain amount of credit and repayment.  But given that transactional experience, a partnership between people is formed and the bond increases, just as mortar cures over time.

Right now in Haiti, for the survival of their nation, true leaders must come to the forefront.  They have an opportunity to rebuild their nation and make it strong.  There was a lot of work to be done before the disaster and the squandered trust between the “leadership” and the people is certainly a problem.  But when I know for fact that a lot of work is needed to restore their infrastructure, that indicates to me many opportunities for people to shine, to show others their devotion to hard work, to innovation, and to creativity.  If the leaders really desire change for the better, they need to foster a new generation of Haitians with power to improve their economy and their standard of life.  And while the disaster is only a week or so old, and the devastation so close at hand, it makes it difficult to focus on the future, but the future is there and waiting.  Once the fog lifts, enlightened leaders should seek those who desire a strong nation and employ them to rebuild it.

In this nation as well, there are those of us who are sick and tired of the two party system, the system that seems to be all about itself and not about us, and desire leaders who don’t give in to the rhetoric of the ultra-left or ultra-right.  There are those of us who simply desire to do right by each other, to look out for one another and not see things in the extremes but in shades of gray, because we all have value, and we should all be able to engage our dreams, but not at the expense of others’ dreams.

In your particular environment, insure that those around you are given the trust they need to succeed, and if you are in the position that someone entrusts you, make the most of it.  Insure you give back what you receive, and share that power as well, and create opportunities for others, and work together to make each other stronger.  Together we are greater than the sum of our parts.  That’s what synergy is all about.  Given the right amount of trust and taking responsibility for our actions (or our failures), we can grow and we can achieve excellence.

Report From Haiti

n15296902663_9822Today through the SUSAR network received a report from friends on the Puerto Rican US&R team, reporting that their team arrived in Haiti on January 15th just after midnight.   They reported that their Base of Operations (BoO) is located at the Port-au-Prince Airport and that United Nations personnel are in charge of the SAR Operations.

The information went on by telling  us that “they divided the city in 25 sectors across the most affected area. Search Operations runs during day time only due to Security issues. Rescue Operations continue during the night when and only when live victims are found”.  The UN sounds like they are handling much of the logistical coordination as well, which makes sense because they already had a presence there.  Transportation to missions are provided by United Nations vehicles and the UN provides force protection with Military Police for the teams.

From this report, it sounds like New York TF 1, Florida TFs 1 and 2, Virginia 1, California 2, and Colorado 1 are working in country, as well as teams from Jamaica, Costa Rica, Salvador, Peru, Ecuador, Nicaragua, Luxemburg, Canada, Russia, Spain, China, France, Iceland, St. Domingo, Mexico, Netherlands, the UK and Colombia.

Since there seems to be a huge lean forward from people who want to know more about US&R, and since US&R is (and has been) one of my main projects for over twenty years, I figure I’ll take the opportunity to point you all in some directions for information, as well as provide some useful links other than the standard FEMA sites.  I’ll start off with one or two and add some more as time permits.

Also, if I have missed a good link (or source), please add it, because any errors or omissions are likely just my failure to remember someone while sitting here for a moment, rather than deliberate exclusion.

I’ll start of course with my baby: the South Carolina US&R Task Force, which is a state-sponsored NIMS Type 1 equivalent US&R Task Force.  Our deployment to St. Tammany and St. Bernard Parishes during Hurricane Katrina established us on the map as a viable response asset.  While I am no longer the Director of this organization but serve as Deputy Director in an advisory role, it is still my pride and joy.

There is another US&R project of which I am very fond: the State Urban Search and Rescue Alliance, better known by its acronym, “SUSAR”.  This began as a consortium of 19 states, including Puerto Rico, meeting for the first time in July 2005 at the South Carolina Fire Academy in Columbia, SC.  Now it has representatives from over 41 states and we have earned the consideration by many other affiliated organizations as we help to advocate for these state teams which previously had no voice.

One Firefighter Nation there are several US&R “social” groups: Urban Search and Rescue, of course; USAR/FEMA; and USAR.  You can join into the discussions there and say your piece, or at least get to meet other like-minded individuals.  There is also the Cancel The Engine site on there, which has a lot of rockbreakers hanging out looking for something to tear up.

As is always the case in times like these, fire and emergency service providers stand ready to send whatever relief is necessary to aid the survivors of disasters.   While we continue to keep the residents and visitors to Haiti in our thoughts and prayers, an open letter to the fire and emergency service community from FEMA Deputy Administrator Richard Serino reminds the response community that self-deployment to the disaster areas is not advisable.  For a number of reasons, there needs to be a coordinated response so that well-meaning people and resources don’t ultimately overwhelm what is already bedlam.

While it may seem counterintuitive to some not to send EVERYTHING to the region, I’m reminded of the scenario that presents itself in football when the defensive end is told repeatedly, “Seal the ends and don’t let anyone out” and after being told that twenty times (and having no backs running around the end), he decides to “get involved” and leaves his assigned area, only to be left in the dust by a screen or a reverse.  His job was to protect the flanks from just such a move, and failing that, this weakness was not only recognized by the offense, but exploited.

It is imperative that we take this opportunity to recognize that these disasters also affect our own communities, and this is the time when increased education of your customers is important: what to do if something like this happens here, who will respond, what your capabilities are and how you plan to address your needs in a disaster, and so on.  This is the time when you contact your representatives and reinforce to them that we have emergency operation plans in place and resources, and educate local responders what to do and how to obtain these resources.

Most importantly, someone needs to be watching the outside, anticipating that at any time, events can also happen at home.  In that event, teams selected to move into the Caribbean to aid Haiti may need reinforcement back in their home jurisdictions and we should be ready to help in those situations as well.

Everyone has a part on the team.  Take this unfortunate situation and at least turn it into a “teachable moment”.  If you fail to do this while it is fresh in the minds of the public, I can reassure you, look at past disasters and see how fast those moments faded from view.  We can prevent death and injury often by educating people as to what we do and how to get us when they need us.  But in order to do all of this, we need support, not just during the disasters, but in the times in between.

Keep our fellow US&R teams in your prayers as well as the citizens and other responders in this most distressing of situations and make sure we are ready if anything else goes down on our watch.

It’s that time of the year that we hear the word “presents” often enough to make your ears bleed, so I was wondering if my misuse of the word “presents” got your attention. Apparently it did, or you wouldn’t be reading this now.  Or maybe you didn’t notice.   If you didn’t notice, go and look again: when we speak of “command presence”, we speak of the characteristics of the person in charge to lead from a strong, visible, and decisive point of view, not “presents” like a gift.  Having strong leader-like characteristics  as part of your daily personality could be a “present”, if your job is to be a leader.  It also could be very annoying to the people around you.

According to my family and friends, acquaintances, and the Myers-Briggs (and every other psych profile I’ve ever gone through), I exhibit decisive, directive behavior as part of my normal personality.  More often than I care to, my “command presence” comes out when I’m talking with my wife (she doesn’t like it), my kids (they’re not crazy about it either), or my colleagues (they probably think I’m insufferable anyway).  This just goes to show you there is a time and place for everything.  Explaining to your daughter the intricacies of math, for one, is probably not a good time to be strong, visible and decisive.

Likewise, when you are leading firefighters into emergency situations, it is not a time to be easy-going, reserved, and willing to compromise.  There are those out there who are; they are also the ones with crews free-lancing, poor accountability, mixed commands, and poor coordination.  These are also the ones who get people hurt and killed.

While you don’t have to be the second coming of Field Marshal Rommel, you should understand that the fireground or rescue scene is the place where only one person can be in charge.  Coupled with the observation that leadership abhors a vacuum, you can probably understand that if you fail to establish a clear picture of who is in charge, someone else will.  It’s not the act of having a fist fight to decide who that is; the only person who can be in charge is the legally responsible incident commander.  How that decision is made is pertinent to the laws of your jurisdiction, but if you have someone who can’t command, they probably shouldn’t be in that position.

All too often, I see failure in company officers who are “best buds” with their troops on a daily basis, and then can’t understand why there’s so much chaos on their incident scene.  It is simply because those people don’t necessarily see you as the “alpha dog”.  To them, you are just another “member of the pack”.  Other members of the pack don’t call the shots, the alpha dog does.  And like I said, if you aren’t filling that role, someone else is.  That person will also be the one that when things go south, everyone turns toward for the answers.

In this time of giving, give your subordinates a lesson in leadership.  Your leadership should set a positive example, a role model, if you will, for your aspiring officers.  Command and control is important on the emergency scene and failing to work with that does not instill confidence in the abilities of the IC.  It is essential that not only do your charges see you as a leader on the scene, but in the station as well, for if they do not, on the scene is a bad place for them to convince them of that.  Make it a “present” to the people you are responsible for teaching and watching over.  Give them the tools to lead others, and they will hopefully show you that they trust your leadership, and when the time comes, they will walk on that path as well.

How can we help you today?

Are you a fire department or are you an EMS service?  Do you do both?  The knee-jerk reaction I sometimes get was one coined by a previous chief, “We are an EMS agency providing fire service”.  In fact, it sounds so clever that there are a vocal few who like to throw that out there time and time again, like they were the ones who originally came up with the concept (they’re paramedics, so they’re a little biased, I’m sure).

Something I said in a much earlier blog bears repeating:  customer relations are essential for any department operating in this day and age.  There are those who continue to disagree with the use of the word “customer” when referring to those who use our service.  Respectfully, I also continue to insist that just because they don’t walk into your shop and buy something doesn’t mean they don’t have a choice in using your service.  Taxpayers may not be able to change providers, but with enough votes, they can radically change your organization.

The world can change overnight.  If you think the current model of how we provide service is going to last another 200 years, think again.  As our customers become more educated and expect more innovation from government, look for them to insist on ways we can do things better.  We need to continuously and constantly evaluate our direction and possibly even reinvent  our concepts in order to stay out front.  Good customer service revolves around recognizing the needs of our customers and using our skills, abilities and past experience to improve service quality and to provide excellent service.

As has happened over really the last thirty years, our industry has evolved into one that defies definition, one that more and more reflects all-hazard response.  I’m going to go on record to say that I’m even confused as to what to call us anymore.  There’s a famous paragraph in Report From Engine 82 (Dennis Smith) that I’ll paraphrase, because I can’t remember it exactly.

In this city, when you turn on a wall switch, you may or may not get a light.  When you turn a faucet, you may or may not get water.  If you pick up a phone, you may or may not get a dial tone.  But everybody knows that if you pull the handle on that red box, you WILL get a fire truck.

The purpose of my poorly remembered paraphrasing of that statement was to illustrate that times have not changed from when the book was published in 1972; just substitute “call 9-1-1″ for “pull the handle on that red box”.  But what we have become has, as we become EMTs and HAZMAT Technicians and Water Rescue Technicians and etc., etc.  I read “Report” cover to cover when it first came out (I was eight- I’m a good reader) and the context of that paragraph has stuck with me forever.  Dennis Smith points out in his story how the fire department was used to handle plumbing issues, to handle overdoses, and to handle pretty much anything up to and including, things that happen to be burning.

So back to customer service; what is our mission?  Why do we exist?  If your answer is, “To protect people from fire” or “To help the sick and injured”, I’d suggest that maybe you should reconsider all of those calls that don’t meet that definition as distracting you from that mission.  If you’re anything like me and the organization I work for, I’d say that not handling those calls is probably counter to the needs of your community.  And what your mission should really be, is defined by those needs.

When someone dials 9-1-1 (or whatever they dial in your community), they do so because they have a problem they can’t handle themselves (or should I say they don’t know how to handle), they don’t have the resources to handle the problem, and they don’t have anywhere to turn for an answer.  Obviously, you are saying, “Well, if my pipes are leaking, why wouldn’t I call the plumber?”  Again, think about the ENTIRE situation.  Maybe they can’t afford a plumber.  Maybe they can’t find a plumber to come out.  Maybe they are totally freaked out by the situation and not thinking clearly.  There are many answers to the question, but the long and short of it is, they trust YOU to help them solve the problem and YOU are the people they call.

So what I’m telling you is that our job REALLY is to respond to a request for help, gather facts about the problem, analyze the options, apply a solution, and ultimately, stabilize the situation.  We may not FIX the problem, but when we leave, things should at least be stable.  We really don’t need doctor-wannabes or adrenaline junkies for our job, what we need are people who can look at any situation and understand the situation, then apply creativity using the resources at hand (either on site or on that BRT you brought) to stabilize their situation.  And further along that line, we’re not asking these individuals to rebuild the house, we’re asking them to stop the forward progress of the damaging element (or disease process or whatever it is) and return some means of order to chaos.  We’re not building a piano here, we’re improvising and hopefully we’ll come out with something that can at least pass for a musical instrument of some sort.

What should our business be called?  What is it that we do?  How can we possibly have meaning in our life if we don’t have a label or title for our life’s ambition?  When I hear of the trash guy being called a “Sanitation Technician”  or a dog-walker a “Pet Care Specialist”, I wonder what title really defines what it is we do.  What it really comes down to is that everyone recognizes the title for your job more than you could ever know.  When someone asks me what I do for a living, I answer, “I’m a Firefighter”.  The knowing look on their faces and the subsequent questions about my job, my worst call, my most stupid call, etc. confirm for me that most everyone understands what our job is really all about.  Now the bigger goal is to get those of us who do it to understand that as well.

Ken Bell, a friend and the other Deputy Director of the South Carolina US&R Task Force, announced this week that he is retiring from the program to spend more time with his family and his other pursuits.  In a reply I sent that was meant to pay homage to his contributions to the program (which were enormous), I compared him to the contractor who took the blueprints and built the house.

Our task force originating plans were put together by our Program Management Group, as a team.  Though our first Director, Ray Wilkinson, was a huge part of the equation, Ken was right there with him, implementing the things he needed done.  When I took over as acting Director in 2005, I insisted on taking those original plans, developing a strategic plan to take us the rest of the way, and insuring the future of the program.  Nothing in those plans would have been any good had we not had a reliable and determined individual to coordinate it all.  From the birth of our program forward, Ken was a constant representative of the program, and through most of the way, the central focus for getting anything done.

Even after we hired Dan McManus, and I was off doing my thing, I’d say that Dan was able to count on Ken for whatever he needed done.  So at this point where South Carolina’s premier US&R asset has gone from a piece of paper to a respected state-level Type 1 US&R task force with a multi-million dollar facility and apparatus and cache, we know that because of Ken’s efforts, our house stands on a solid foundation.  This program was built for generations by someone who genuinely cared about each component as if he were building his very own home, when in fact, he was building it for someone else; the citizens of South Carolina.

If you have a program you care deeply about, that you know is important not just to you, but to others, it is imperative that you find the right person to implement it.  We were so very fortunate to have had Ken come into our lives and take us to where we are now.  Ken- great job.  We all owe you, big time.

Star of Life Law Blog

I am encouraged by some of the blogs that are going on out there right now and I try to throw a link to the good ones over on the side over there (you know, over THERE, on your right).  A great one that popped up in the past few days has some serious merit; the Star of Life Law blog by my friend and colleague Pete Reid, who is not only a practicing lawyer but a practicing paramedic.  I am a man who has braved some serious fires and disasters, dove into alligator and shark infested waters (not at the same time), and fathered three girls, but if there is a subject that strikes fear in the hearts of all of us, and that’s the legal side of the business.  It’s likely because we don’t fully understand it, but given the few posts Pete already has on there, he has the opportunity to help us at least stay out of trouble.

As I posted before, a quote from a lawyer on lawyers:

While Pete is certainly not a vile creature (he’s actaully a really nice guy), he does offer a perspective on the legal side of emergency services that I hope to include in our discussions on here, because after all, he’s the lawyer.  If people didn’t sue people, we wouldn’t need lawyers, but if we do our job, we shouldn’t have to worry about being sued either.  Unfortunately, that’s not always the case and frivolous lawsuits cost a lot of money to defend, money that I’m sure most of us have allocated for more important things, like food and a mortgage.  So learn, educate others, and protect yourself.  Go check it out.

IMG_0631I woke up this morning with an idea for emergency services that is already a reality.  It’s funny about technology in our business; innovation driven by the private sector and the military is implemented and has probably run through four or five revisions, then we look at it and say, “Wow, this is amazing technology!” while the others have likely moved on.

I was thinking about the use of RFID, or “radio frequency identification” for you non-geeks out there.  Now while we have discussed the use of RFID for personnel accountability (which you could embed in your credential we have been beating on about over the last month and I have decided to let rest for a bit), where as you pass through a checkpoint at an incident, the RFID chip would log you in, plus pertinent data, and make it much easier to manage the locations of your valuable assets (that would be your people).

But another application that private industry and the military have used RFID for is for logistics management.  For a while I have gone on in our department about the use of bar coding to produce a reliable determination of asset location (if you can’t scan the code, the item is obviously not there).  But in the case of RFID, what I was thinking is that you could have a portal- like at the bay doors- that would scan your vehicle, with all of the RFID-chipped tools and assorted equipment, and tell you what was there and what wasn’t.  While you were at it, you could actually tell WHICH item it was; for example, the generator on your engine is Acme Fire Department Generator #3.  Well, Generator #3 is due for maintenance.  Or Generator #3 was swapped out at your last preventative maintenance cycle and you actually have Generator #21.  And your Maintenance/Logistics folks just happen to be looking for Generator #21 because it has to have a whatsit retrofitted.  You see where I’m going with this?  You could actually know if Engine 1 went out the door with everything on it or not.

If your department is anything like my department, and your firefighters anything like my firefighters, you are asking, “isn’t this going to be expensive to replace when we break the chip?”  You all know that if you put a firefighter in an empty locked room with two ball bearings he will break one and lose the other.  Well, if this stuff is ruggedized enough for the military, it’s likely that it will last at least a week in a fire station.

The sad part is, like I said, this is stuff that has been out there for a while.  But do YOU know about it?  Can you advocate for change and improvement if you don’t know what kind of change and improvement we are capable of?  What other ideas do you see being used in everyday life that have an application to our jobs?

Hypocrisy

When a man will condemn others but will not subject himself to the same ethical standards, that, my friends, is a hypocrite.   We talk about people living in glass houses and the logic for their not throwing stones, but we often fail to hold people to their statements that they made to get them to where they are today.

When a man will say that a project is a waste of time, yet take credit for it when the project is being hailed by the media, that, my friends, is a hypocrite.  Likewise, there are “leaders” in this world who like to trumpet their budget cuts and their saving of taxpayer funds, despite being warned that their efforts could prove dangerous, but when things do go badly, they slip free of any blame, and those people are also hypocrites.

When a man will make claims that he has accomplished something spectacular, but won’t permit scrutiny of his claims, is that man a hypocrite?  Shouldn’t we, if we have indeed done an amazing deed, be willing to permit people to look into our claims, to see just what it is that we have done and how we can replicate that “success”?  Hypocrisy is claiming you are all about something, when really you are not; so if you make claims of expertise, shouldn’t you expect critical review of your work?  If it is truly what it is, it will stand up to the examination.

When people go around pretending to be leaders by making claims of their honesty, they should in fact be honest.  If they are about being a good steward of taxpayer funds, they too, should be actually doing just that.  If they think that their cost-cutting efforts are actually beneficial to the community and they prove to be wrong, they should be willing to take that heat.  And when we say we are professionals in what we do, we should permit others to review our works and determine if they hold up to a critical examination of the content.

Change freightens the entrenched and the hypocritical; the entrenched because of their anticipation of loss and the hypocrites, because they will be exposed for what they are when the light of truth shines in.  If you are one who embraces change, it’s probably because you know you don’t have anything to lose.  If you are what you are and you do what you do, and you practiced your art and you learned from the masters, you have nothing to lose and everything to gain from change.

I woke up very early this morning with some reflections of how the last week has gone and was thinking back to how much easier it was in the “old days”.  While the year 1984 has certain significance to many (you know, the book), the year has certain significance for me because it was my last year to be “one of the guys” and in 1985, I earned my first promotion.

In 1984, things were relatively easy.  I only had to worry about coming to work and making sure my Captain was okay with the things I did, and making sure I didn’t screw anything up.  So long as I did what I was told and tried not to overthink things too much, I could blend in with the team and work together, not worrying too much about how my individual issues affected anyone else. 

When I was hired in 1982 I already had some experience in rescue and I was already a certified EMT.  So in 1984, with my prior experience and the two additional years, I had some credibility that I brought to the team.  My job was to drive the squad, which in our department, carried all the rescue and medical tools we had in those days.  If we had a structure fire, I would slide over to drive the ladder truck instead and my officer would drive the squad.  The rest of the crew was on the engine.  That was pretty much the extent of my decisionmaking responsibility.

In 1984, we hadn’t embraced the computer as a tool.  Alarm and routine information was entered by hand into the station log book, so one of my most important tools was one of those Bic multi-color pens.  Alarms could be entered in red, other stuff in black or blue, and I can’t even remember why we used green, but we did.  Now that was technology.  Things changed in 1985.

By the end of 1984, we had the beginnings of huge changes.  We were adding fire stations and personnel.  The numbers of occupancies in our jurisdiction were growing by leaps and bounds.  We were going through Fire Chiefs as fast as they could be replaced as our commission was being challenged on issues.  We unionized and I was elected the Vice-President of the local.

But my main focus was on the changes in the national industry, because they intrigued me.  As the guy who brought in updated rescue technology from my previous department, I struck forward with the effort to train personnel in confined space entry and rope rescue, in advanced extrication techniques and in the techniques used for structural and trench collapses (when I went through Rescue I and II in Montgomery County, PA in 1981, we were creating tripods, gantries, and a-frames from hemp rope and timber, but the technology went through the roof in a matter of four years).  I got involved on a deeper level and at times, took a lot of heat for it from my colleagues and my superiors as well (nothing like being teased with “Calling Dr. Mick, calling Dr. Mick” because you decide to get your paramedic; ah, but those were the days).

I talked about Heifetz and Linsky in an earlier post and their observation that with change, there is danger.  If you are an agent of change, you will undergo attacks and even character assassination (or ACTUAL assassination: just ask MLK and Gandhi) because you represent a shift from what is comfortable and safe, to unstable and experimental.

Now that we have global access and reach we can share ideas that can both be widely popular and widely challenged.  We have a much more diverse audience and what seems to be understood as a logical solution to an issue may not even be feasible in a different culture or under a different circumstance.  To us, what may be the obvious might be the unreal.  Therefore, it is our responsibility, no matter how surreal the situation, to at least listen and try to comprehend, in an effort to achieve understanding.

That all being said, we all, from our differing viewpoints, carry a responsibility to accept what is right – and by right I mean understood to be realistic and applicable as a result of scientific evaluation and confirmation of our theory, as well as what is right by our fellow man – and not rely on innuendo and supposition.  But when we confirm something to be fact, we need to appreciate it for the change it represents, and regardless of our views on the subject, consider embracing change for the sake of doing what is truly right; that is, what is considered efficacious and for the betterment of our fellow human beings.

Just because someone claims to be the expert, or has insinuated that they should be followed as a result of their experience, fails to understand that what is accepted today is not necessarily the reality, nor is it the ultimate.  Things change.  When someone makes spurious claims, they should back them up with evidence.  Evidence isn’t someone saying “this happened”, evidence requires substantiated proof.

Things have changed a lot since 1984.  We now have expectations in the emergency service field that require us to challenge the people who say “this is true” not for challenging their authority, but to prove that what it is we take for gospel is correct, and that the service we provide based upon those theories are accurate and for the best of the people we serve.  Failing to operate in a transparent manner is only asking for trouble.   We have to accept criticism for what it is and understand that if we put emotion aside, there might be a grain of truth in what is being said.  By being introspective and realizing our faults, we achieve enlightenment. ‘Nuff said.

The Case for Credentialing – An Opposing View

I’m distressed that a comment got sent to my spam filter regarding an earlier post and for that I apologize.  The poster made the comment that he didn’t think I’d print it.  As it is, I would hope by now that readers understand that I welcome opposing views, because it is only by listening to what others have to say that we can grow.  Thus, I’m interested in discussing the issues intelligently and understanding the emerging challenges in the emergency service industry.  So since the comment got sent to the spam folder, I don’t feel that it was shared with you all, and I wanted to insure we had equal opportunity to present our views.  If you have a point to make and it can sway my view, then I encourage it. 

First, an excerpt from a letter Mr. Doug Copp sent to my employer:

In his zeal to please some nefarious people at FEMA I believe he has decided than he will promote himself, at my expense..and your town’s expense. I have had a running battle with FEMA for 20 years because they have used major disasters as an opportunity for military and espionage activities while the ‘victim’ country has been in chaos, from the disaster.

As a person who only cares about saving lives..they hate my guts.
Before 911, I was the most experienced rescuer, in the world; since, 911 I have been sick every minute of every day and after 8 years am still being treated by 7 MD Specialists, for my 911 injuries.

 

This is twisted, perverted and a disgrace that this little man should find it necessary to cause me harm. 
How much do I have to suffer? How much abuse do I need to put up with? If he is so twisted…then he should spend his time mutilating small animals and leave me alone.

As far as Mr. Copp’s claims that I have offended him in some way, I hope he continues to read this blog and understand that I’m not about divisiveness but about seeking the truth, and as far as I am concerned (and this is my blog) there is a discussion that should be made about the merits and demerits of credentialing.  We presented some opposing ideas and we will discuss others as well.  But as far as dismissing the idea of credentialing because Mr. Copp feels it goes against him and some of the others out there, well, I’m sorry that he feels this animosity toward me. 
Instead of threatening me with a lawsuit, perhaps he can let us all know just what it is he has in the way of scientific evidence defending his points.  I’m only interested in discussing the facts.  I happen to be opposed to self-deploying groups posing as rescue teams and not showing evidence of having met any recognized consensus standards.

I have nothing to gain from only presenting one point of view here on FHZ.  As I said before and I’ll say a thousand times, I don’t blog on duty and I don’t speak for any of the organizations I work for on this blog, so they have nothing to do with anything on here except to serve as good examples of organizations using best practices.

The Case for Credentialing – Answering Your Comments

I hate to break free in the middle of this series like this, but there were some comments made that I wanted to discuss.  Since one is on one post and the other is on another post, I felt the need to tie them together and talk really quickly to the issue.

On June 15, Steve said:

Yes, credentials would help but WHO is the final authority on issuing them? WHO sets the standards? How are you going to avoid the age old paid vs volunteer bias in any credentialing agency?

My quick answer: I am against the bias in the career vs. volunteer.  If you can meet the standard, you can meet the standard.  I think there is plenty of room for volunteers, especially in disaster response.  So some career guy is going to tell me my docs can’t be part of the team because they aren’t career guys somewhere?  And I have said in regard to SC-TF1, where I do have some pull, if one person in a one-station volunteer department down the road wants to be part of our team, we need to let him if he meets our criteria (background check, physical agility, etc.)  As Ray Wilkinson, our past Director once said, “I can teach someone to break rocks, what I can’t teach is desire.”  If someone wants to do the job, and goes through the requirements to meet a position, why should I care if he’s a member of FDNY or of Acme Fire Department?  So Steve, I’m with ya, brother.

On June 16, Kevin said:

I live in a state where there is no agency tasked with certifying or credentialing Search and Rescue dogs. I have seen (many times) where someone will buy lights for their POV and load their pet dog into the truck and call themselves a SAR team! If I didn’t know better, I might think all volunteer SAR teams were like this. However, there are a number of excellent non-governmental SAR teams in my state as well. I myself and a member of a volunteer K9 team.

Kevin goes on to say that they have a volunteer K9 SAR team because there isn’t an existing asset and law enforcement has asked for it.  Well, Kevin, as they say in Australia, “good on ya”.  You have identified a need and you have tried to meet that need.  No one else has that asset and it sounds like you have tried to do a good job of using accepted industry standards to meet the need.  THAT is good stuff.

However, I just went to discuss the concept of “those of us who want to do this right, but there are people with authority screwing things up so we can’t get in”, and realized that the post I wrote for that last week never posted as scheduled!  So that is now on the post schedule and I hope it does discuss some of the feelings I personally have in that regard. 

On June 16th, SAR Volunteer also commented:

I totally agree with your points. Please understand this are a handful of small volunteer K9 SAR teams in the state of SC who do NOT self deploy, do NOT work for anyone but the proper state or municipal authorities, train hard, carry their own liability and workmenscomp insurance, align their standards with NIMS Resource Typing, and are working to ensure they meet the proposed credentialing requirements.

And to you too, SAR Vollie, I applaud your efforts.  I think there is a place for the small volunteer K9 teams at the table as well, if they meet a standard.  Let’s take SC-TF1 again for example.  I have said over and over again, if we have people out there who want to do this stuff, let’s get them involved.  But not being a canine guy, I have some difficulty understanding some of the things the canine types are telling me.  So when I get national experts telling me one thing, and some guy with Rover in a pickup truck (or Expedition, as it were) saying his dog can detect live scent, cadavers, lost pets, and get a beer and catch a frisbee, understand that I am skeptical.  And the self-deploying thing is just purely bad in my book, but that’s a whole other issue as well that doesn’t stop with canine SAR teams, and DOES include career guys, departments, and organized teams, etc.  Frankly, if you (SAR Vollie) or anyone else in SC have dogs trained to find LIVE HUMANS in collapsed or damaged buildings, and feel like you can meet a standard, send me an e-mail.  I’d love to hear from you.  But anyone who calls themselves “Urban Search and Rescue” and they are running around doing wilderness searches, well, go back to my box of rocks comment.  Be what you say you are.

The Argument for Credentialing – Moving On

crimson-060aNow that we have discussed the four major players in the argument against credentialing, lets talk about the argument for it.

A credential is only as good as the standard by which it is issued.  The point of having a credential should be to identify an individual or other resource as a certain type and kind.  If there is no standard, you might as well tell the carrier of a credential, “just stand over there until I can find something you can’t screw up.”

A worthwhile credential should also have some security associated with it.  After all, if anyone could get one, what good would it be?  So there are issues of validation involved as well.

In disaster after disaster, free-deploying individuals and “organizations” (and I use that term very loosely) go to “help” and in many cases, put a drain on an already over-taxed system and cause the diversion of legitimate resources from going to areas in need.  And while there is obviously some merit in the use of bystanders for certain aspects of disaster response, that has to be weighed seriously against the risk of their involvement, including the risk to themselves and the affected community, as well as the risk to rescuers, who ultimately must rescue the well-meaning if things don’t go according to plan.

There is no way to eliminate the truly altruistic in their quest to render aid.  Nor should there be.  But likewise, the civilians must understand implicitly that there comes a point when they must be diverted from the scene so the professionals can take over, especially when it comes to the extremely hazardous parts.

The standards in themselves seem to be quite the sticking point with some.  Standards utilized for the purpose of credentialing should be consensus standards and all keyholders included in the development of those standards, versus the exclusivity of some of the currently suggested drafts.  But once these are done, ratified, and chosen to be the driving force in identification of the qualified, there needs to be the embracing of the concept.  If organizations can’t agree on and use a standard that has meaning, then the credential is useless.

Like anything else, the change in this concept might be painful for some.  There are departments out there who are struggling with the unfunded mandates.  I can also sympathize with the organizations who want to become part of a greater plan like a National Mutual Aid Box Alarm System but don’t seem to know where to start or how to get involved.  I guess my first order of business, then, is to tell you how to get involved.  If there’s anything I can do, it’s point you in a direction toward activism.

Change will only come about if we work together to make it happen.  If you won’t stand for change, you don’t stand a chance to change.  Our industry is going through some important times but as you might notice (as I do all too well, sometimes), these initiatives take off for a while then they lose momentum.  Of course, that’s just until the next disaster.

Let’s work together to make something move.  In the next post, I’ll talk about opportunities to get involved.

The Case for Credentialing – Opportunists and Profiteers

And then, there are the profiteers.  My intent with Firehouse Zen is not to use it as a place to vent, but as a place to enlighten.  Venting may be entertaining for some, but for the most part, productive it isn’t.

So let’s talk about why opportunists would be against credentialing, which should probably be obvious.  The reason is because for most of them, it would require them to validate their claims of expertise, and thus exposed as not having the skills or knowledge, would blunt their mercenary motives for financial reward. 

These are not “buffs” or “whackers”.  I have heard some of my colleagues use the term “buff” when referring to these groups, but I feel that this gives the real fire buff community a bad name, since there are so many out there who genuinely have a deep interest in the fire service but are unable for whatever reason to gain membership, (or just don’t care to be IN the fire service) and many really do contribute in their own way either by helping operationally, or contributing to the body of knowledge about the history of the fire service.  And although I wonder if those who choose to call themselves “whackers” really get that we aren’t laughing with them, we are laughing at them, the “whacker” mindset might be annoying and mostly about self-esteem issues; they act on more of an emotional reward for their ego, and still don’t come close to the opportunists I am referring to.

Opportunists are those who profit financially from being associated with response to a disaster.  How does this work?  Those who attempt to profit by defrauding the response community do so either by direct effect or by diverting attention from legitimate organizations. 

Profiteering also comes in the form of using the event to establish credibility, despite the individuals questionable contribution toward the outcome (and again, detracting from the actual attempts to mitigate the event), which also often comes through self-deployment to an event.  In doing so, these groups divert attention from the real responders.  While they were taking short-cuts, the ones who did all the hard work of meeting requirements and responsibilities given to them by their legal authority were not able to get the legitimate message out.  Likewise, these individuals and groups intentionally or unintentionally siphon off donations and community support from groups that legitimately could use that support.

In one way or another, these opportunists find ways to profit from their involvement in the disaster, be it reinforcing their claims for injury or from “credibility”, despite their lack of official involvement.  It should really go without saying that credentialing will help keep these people away; if forced to produce a recognized credential, most of these people would have been stopped at the door.  In the case of others, it would allow us to at least force them to affiliate themselves with a legally authorized responder, hopefully requiring them to undergo some background check and examination of their reason for obtaining credentials (“Why do you want to be a disaster responder?”). But by requiring the credential it also causes them to be placed in a group of some sort for accountability and would keep them from wandering off to do their own thing.

I wrote an article in 2002 for withthecommand.com discussing even back then, accountability in regard to disaster resource management.  Accountability doesn’t stop at causing you to know where people are, as you know, it keeps people from freelancing and doing things outside of the operational plan, as well as eliminating the unauthorized from accessing the scene.  Control and command of an incident requires that you isolate and deny entry to anybody that doesn’t have the authority to be in that hot zone.  These types of people clearly have no business being where they are and the negative things they bring to this type of incident don’t even begin to scratch the surface against requiring credentials, in fact, they reinforce the argument. 

In the next installment, we’ll talk about the final area of concern with credentialing, which really isn’t a valid argument against credentialing, but the concern of who determines who gets credentials and how they go about measuring the KSAs of people who genuinely desire to help.  After that, we’ll talk about the pros and cons and discuss other initiatives that also benefit from credentialing.

I guess I had an idea ahead of its time, even if it was only 48 hours ahead.:

There are indeed a few challenges with this kind of emergent response, problems that if resolved, would go a long way toward goodwill with the community in general (it seems like everyone’s got some kind of beef with FEMA in every disaster, despite their extraordinary efforts to educate people that they need to be more self-sufficient and less reliant on the government), and provide resources to the jurisdictionally responsible agencies that seem to be strapped for bodies when the big one rolls around to their neighborhood.

What am I talking about?  This announcement, from FEMA’s Craig Fugate, which came out in today’s Washington Post, advocates the idea that the public could effectively be used.  What a concept.

Here’s one for you; a subject near and dear to my heart and the reason why we have standards.  As a matter of clearing up any legal challenges, I have to make an official statement here as a result of some of the positions I hold:

My opinions and views as expressed here and throughout the Firehouse Zen blog site, are not, nor shall ever be, an official statement representing the Town of Hilton Head Island, Hilton Head Island Fire and Rescue, the State Urban Search and Rescue Alliance or its board, the State of South Carolina and the South Carolina Emergency Response Task Force, the National Fire Protection Association, and the committees on which I serve.  If I have missed someone, I’m sure I’ll hear about it. And if I do have something official to say from any of them, it’s not likely going to come out on here, but you’ll be the first to know if I do.

The reason for all the disclaimers?  Because I happen to work with a few bodies who get taken to task when we start talking about making people do things they should be doing anyway.  When we do these things, you know, make standards, the inner libertarian in some people comes out with a vengeance. I mean, really, who do I think I am, telling people that you should have a means to measure what you are and how you do it? 

Well, you can begin by blaming organizations and people who currently hold jurisdictional responsibilities and fail, for whatever reason, to adhere to consensus standards.  Why is the failure to uphold a consensus standard such a big deal?  Well, first off, when we break down what standards really do, they are really more of a definition than anything else.  Yes, a standard can be a way to tell you how to get to that defined place, or standards may be in place to define how something should be developed or occur, but the case of professional qualifications and those operations and training standards, the standards say, “you must achieve THESE things to be THIS”.  It is a label.

It doesn’t hurt that there are people or groups or things that want to wear that label, for whatever reason.  In most communities, people or groups or things require a label.  The label is there to make asking for that thing easier, but it also tells you what it is you are getting, especially if the standard has any acceptance at all.  If you went to the store and bought a box of Cheerios, and you opened it up at home and it was a box of rocks, I’ll bet you wouldn’t be happy.  But at least at the store, when you picked up that box of what should be Cheerios, and it was full of rocks, the weight would probably give it away that you had a problem.  The difference is, when I’m at a command post in the middle of Disasterville, if you tell me you are a box of Cheerios and the box of rocks shows up, how am I supposed to know that until you get there and I can see it for myself?

Then of course there’s that little thing called negligence that can be found at the intersection of: 1) duty; 2) breach; 3) causation; and 4) damages.  Why do we care? Standards are created to define what a competent person would do.  It defines their capability and provides not only the user and the teacher and everyone else an objective benchmark to measure against, but provides the lawyers a ruler to hold up against a case and say, “was what happened here considered to be an industry standard?”

But before we kill all the lawyers (I have friends who are lawyers and they’re actually nice guys, or at least these guys are), let’s pause for a little putting ourselves in someone else’s shoes.  I think I said it before in another blog, but it merits repeating.  A well respected South Carolina jurist once said this to a group I was with about lawyers:

“Lawyers are like vultures – most people look upon the vulture as a vile creature, eating carcasses and garbage, reprehensible to watch.  However, if there were no vultures, think about all of the roadkill that would rot on the highways, in the forests, and elsewhere.  Vultures take care of the messes we find distasteful.  If people would just get along and deal with each other in a civil manner, we wouldn’t need lawyers.” (Judge Thomas Kemmerlin, in a Leadership Hilton Head session)

Standards, too, are just that; if people (and subsequently, organizations) did their job the way it SHOULD be done, we wouldn’t need them (standards, that is).  But there are plenty of people and organizations who don’t.  And like I said, looking at standards as some sort of evil developed to help the legal community is actually a pretty cynical way of thinking.  The best (but certainly not the ONLY reason) for standards are that they give us a benchmark to measure against, they provide guidance for where to shoot for, they allow us to call an apple an apple and an orange an orange.  And this is where the discussion comes in regarding credentialing, and those agencies that should go away.

In all of this, the credentialing reinforces the idea that you put on the label, and you are what you say you are.  I don’t mean to suggest for a minute that a firefighter from Ajax Fire Department in Podunk, Saskatchewan has the same experience as a firefighter working a busy truck in North Philadelphia, but if they both carry credentials saying they met a minimum standard, at least you can trust that if they are both certified and credentialed through the same standard, that they both will be able to tell you which end of the ladder goes to the roof.  Does one have more firepower than the other?  You bet.  But we all at least know they started out on the same footing.

Of course, we have the organizations who are made up of people who are not comfortable with credentialing.  The agencies who insist that their organization is the rightful responder to a given incident, by way of statute or whatever legal standing that empowers them.  They then, for the means of deception, because that’s really what it is – you are deceiving others or deceiving yourself – you make the claim that your group/jurisdiction/etc. is equipped, trained and has a plan. At least that’s what you do when you declare, “I am Task Force so-and-so”, or put a patch on your jacket, or a sticker on your car, or wear the t-shirt, and then open your doors for business.  And you aren’t. 

Case in point:

Years ago, I was given the responsibility to do some research about the claims of an agency who purported to be an “urban search and rescue task force”.  In fact, there were two really interesting statements made to me (and even put in writing):  ”FEMA said that when the next teams are brought into the system, we will be the next one”, and “We finished in the top two teams that will be brought into the FEMA US&R system”.  So it was my responsibility, as given to me by an emergency management agency, to find out just what it was and wasn’t that this organization could really do.  To be short and sweet, it only took me a half-day.  Despite the presence of a patch, I was unable to find a plan, funding, or a cohesive legally authorizing document to even declare they were what they were. 

When I was serving in Horry County, SC during Hurricane Floyd, and before my current status as a pointer-of-fingers, I was impressed even then at the variations in type and kind that came waltzing into the staging areas.  Why is that a problem?  Just for example, let’s say that you have declared you and your pound hound a “US&R Canine Task Force”.  You then put it on the side of your car along with red lights and a siren, and you quickly get to be the guest of honor at several 11:00 news shows, saying that this is your label.  Well, if I’ve got ten stories compacted into about three, and I declare an incident, and I’m on the RECIEVING end, I’m gonna be pretty pissed when I call for a “US&R Canine Task Force” (whatever that is, anyway), and a guy, Fido, and a well-lit vehicle show up.  Because right off the bat, and I’m no genius, but a task force is at LEAST a multiple of SOMETHING and if this label is attached to an asset, then I am at least expecting a pick-up truck and maybe another dog (maybe).

So that label, then, well what does it get you?  Well, a label is only as good as the standard that defines it.  I’m not going to beat the old drum on here (it’s been roundly beaten), it would seem to me that if you (a credentialing authority) had some agency that got your highest mark and that agency was indisputably so far off the track of using modern incident management, currently accepted strategies and tactics, personnel accountability, etc., well, you’d probably change things pretty quickly to give your credential some real meaning.  I mean, if you don’t, it pretty much points the measurement out to be unreliable, doesn’t it?  But that measuring stick continues to exist in the same form, and yes, people are trying to change it, but the progress is slow.  You tell me- what kind of damage does that do to the argument in support of credentialing when currently existing measurement and validation processes we commonly use are such a joke?

There are plenty of organizations out there who claim to be doing the job that they were tasked to do, and they are simply squandering the taxpayers’ funds.  There are organizations out there who don’t get a dime of tax money that are taking up space and interfering with trained and equipped response assets.  There are people out there who wear a sleeve of patches saying they are this and that and they’re the last person I’d pick in a kickball game, much less to extricate my family out of a wreck.  So why do I want these groups to just go away?  Because there are those of us who genuinely want to provide the best service to my community (and yours, if I am deployed there) and when these clowns show up, they’re wasting my time and yours.  When I call for a “Type II Collapse Rescue Team” as defined by NIMS, then I’m expecting two six-man squads with a team leader and a logistics officer to show up, with equipment, trained and self-sufficient to a point.  If you show up with three bubbas in a pick-up with a tool box, just save me the energy of telling you to leave.  If we had credentialing, it would be easy to say, “THIS is what I am”, but right now, we have to take your word for it.

Who is against credentialing so far?  Well, the “Good Samaritan” has been, or at least many have made that satement clear to me.  I’m of the opinion they shouldn’t be worried about it because we really SHOULD incorporate them in somehow, but they’ve got to understand that if we can’t be sure of who they are or what they can do, we can only trust them to do things like direct traffic or man a chow line, and not run a track-hoe. 

Secondly, we have the people and agencies who are against credentialing because it’s going to point out to everyone that they aren’t exactly what they purport themselves to be, or are measuring themselves with an inappropriate, or ancient, or idiotic standard.  Like I said with them, they need to get with the program, do the right thing, and either step up to the 21st Century, or get out.  If you are advertising yourself to be a box of Cheerios, be the tastiest and crispest Cheerios anyone ever poured into a bowl, and not a box of rocks.

The Case for Credentialing – The Spontaneous Bystander

First, we have the genuine thing, the spontaneous bystander, who sees a need for action, then does something about it.  Rescue911 commented on the story of the Good Samaritan and how a traveler, with no reason to do so other than to help his fellow man, went out of the way to assist another.  This lends a certain amount of credibility to the discussion that nothing should prohibit people who wish to help others in their time of need.  Now realize, of course, when I am referring to these individuals, I am referring to people who just have a desire to help their neighbors and do the right thing.

 Quarantelli discusses the social aspects of the emergent response of spontaneous bystanders in Katrina, but also in the Guadalajara gasoline spill and fire.  There is also discussion on the subject by Kirschenbaum that the current philosophy of governmental and NGO response to disasters effectively dilutes the response of neighbors and has resulted in an over-reliance on these agencies to provide assistance.  After all, man has been besieged by disasters since time immemorial and it’s not like they had FEMA to come to the rescue back in biblical times.

There’s something very beautiful (albeit, chaotic) in the spontaneous response of the altruistcally motivated.  But call me skeptical, I see a lot of response from people who claim that altruism is their motive, but I’m not seeing that generosity of spirit coming out when they’re busy operating video cameras to sell tape to the media or taking souvenirs, rather than manning a sand-bag line.  More about THAT kind of person later.

There are indeed a few challenges with this kind of emergent response, problems that if resolved, would go a long way toward goodwill with the community in general (it seems like everyone’s got some kind of beef with FEMA in every disaster, despite their extraordinary efforts to educate people that they need to be more self-sufficient and less reliant on the government), and provide resources to the jurisdictionally responsible agencies that seem to be strapped for bodies when the big one rolls around to their neighborhood.

The main problem faced by those of us in the disaster community when it comes to spontaneous response, is the fact that as the designated adult supervision at these events, we have a responsibility to insure not only mitigation (or depending on the complexity and scope, control) of the incident, but the safety of those who were not necessarily part of the problem before, but now are. 

Let’s step down a wee bit and look at it from the perspective of the first-due engine arriving at the scene of a water rescue.  Let’s even go further to relieve the complication of the situation, and let’s say this is a static water body and it’s just one person involved.  Now I understand that the vast majority of those of you reading the are responders, so bear with me as I educate those who are not.

If, as the officer of the first arriving fire apparatus on scene, we have a single person in need of assistance in a pond (or lagoon as we call them here on Hilton Head Island), it’s really just a cut-and-dried approach to the situation.  Providing we have the resources (water rescue equipment, trained and prepared personnel), it’s a matter of assessing the scene, determining the problem, solving and planning a solution, and putting the solution into action.

Our problem, however, is that more often than not, it isn’t that easy.  In a lot of cases, when we roll up, there are people in the water trying to make a rescue.  In a lot of cases, one or two of these people are now ALSO in distress.  There are bystanders who are interfering with the operation because they don’t understand that standing for a second and looking over the scene for additional hazards is necessary so that we ourselves don’t also become part of the problem (“WHY AREN’T YOU DOING SOMETHING?!!!”).  There are those who parked their vehicle in our way so they could get a better look.  These days there are people video taping so they can sell it to the media or even better, catch you doing something wrong.  Without beating this horse too much, suffice it to say that there are a whole lot of other things going on here.

Now how, you might ask, does this apply to me as a spontaneous responder?  Well, the video taping and the access issues aside (you are a Good Samaritan, after all), let’s go to that first issue: those of you in the water.  Think for a moment, while you are in front of your computer, why this person got into trouble to begin with.  It might very well mean that they can’t swim.  It might be, however, that there is another danger you don’t see.  Thus the need for experienced and equipped responders who can provide an effective rescue.  There is an oft-quoted saying in the confined space rescue community, that 50% of the victims in confined space emergencies are the first responders.  These are often well-intentioned, but less-than-educated or undisciplined responders who failed to take into account the dangers associated with space entry themselves.

My whole reason for saying this is that while most of us in the response community can certainly appreciate the bystander response to an emergency, there are cases upon cases in every aspect of disaster and technical rescue response where the spontaneous bystander response in and of itself became an additional rescue mission for us on our arrival.

So, how can the person who doesn’t have a desire to be part of an organized response help?  Take CPR and first aid courses.  Attend a seminar on what to do in a disaster.  Know that there are other ways to help (“throw, tow, row” come to mind BEFORE “go”).  Put your name on a volunteer reserve list or call your local jurisdiction and ask if there is some way to help if needed.  But more importantly than anything, when you are inclined to go and help, if the legally authorized incident commander (or their designee) gives you an assignment, no matter how mundane, it is what they DO need done for the management of the incident.  You may not understand or appreciate the IC’s request, but in our eyes, there may very well be a method of allowing you to contribute at your level of expertise and to permit your contributions without adding to the complexity of the situation (when something goes wrong and you aren’t equipped or prepared).

This all being said, in times of disaster, people do want to help and the response community has to be proactive enough to have a mechanism for channeling the energy of these responders.  The big issue in my eyes is to make sure people know in advance what they can do, create programs to educate lay responders, and tap them when you can to promote interest.  Furthermore, it is a good practice to identify a place they can report to and get information on them, credential them to the extent possible, and assign them according to their quickly-identified expertise.

I’m about to launch into a multi-part blog to discuss the merits of credentialing.  Right now I am aware of some opposing arguments to the requirement that disaster response personnel have credentials, particularly when it comes to those who routinely offer their services after a disaster but are not necessarily part of a response entity.

At this time I am dealing with the multiple phone calls for information on a group calling themselves “Urban Search and Rescue“, located right here in my own community.  From what I have been able to tell, they were featured on a local television interview the other day and managed to get a request for assistance out there, but failed to provide a working telephone number, as well as having bad links on their webpage.  When people found they could not reach this entity, I’m guessing they “googled” the terms “Hilton Head Island Urban Search Rescue” and believe it or not, that gets a few hits for me and my phone number.

When I say there’s some confusion, you bet.  When I tell the bewildered caller that, yes, I’m the Deputy Director of the South Carolina Urban Search and Rescue program and the Vice-Chairman of the State Urban Search and Rescue Alliance, but I have no idea who ”USARK9″ is or what their credentials are, you can imagine the rest of the conversation.  After all, they have seen their official looking vehicles, I have heard they walk around town in official looking uniforms, and apparently, according to their website and some discussion from the media, they’re doing a good job of self-deploying all up and down the coast, but I don’t know who they are.  I must be an idiot.

But this isn’t a discussion about them; this is a discussion about how when we don’t know who you are or how you got here, it makes it a little problematic when we are trying to put you to work, or eventually, trying to feed and shelter you (because invariably, these “assets” don’t come with the support they need), a la Hurricanes Andrew, Floyd, Katrina, et al, the World Trade Center, and any number of disasters that happen on a fairly regular basis.  It is a problem when we can’t account for you, it is a problem when you can’t work within a command structure, and it is a problem when we think you have one capability and it turns out that you do not.  It is also a problem when uninvited guests show up and get hurt, then want compensation.

The blog will discuss my perception of the problem, opposing viewpoints as they have been made know to me, considerations and existing knowledge, and hopefully incite some discussion.  As you may or may not realize, I have a pretty open mind.  So don’t be surprised that I agree that there is a need for spontaneous bystander rescue (although it makes me a little uneasy) and I agree that there are genuinely altruistic people and agencies out there who desire to help and have problems fitting into the picture. 

Anyway, as usual, I have a lot going on, but I’ll lay out the discussion further and ask you to chime in if you have something you’d like to say, and I’d expect to add the next blog in a day or so.  Rome wasn’t built in one blog, after all.

Fugate Nominated to Head FEMA

I’m always happy to see a fellow firefighter and paramedic do well for themselves, so I was pleasantly surprised to see that Florida Emergency Management Chief Craig Fugate was nominated to head up FEMA.  I don’t know him personally, but I think that among the preparedness aspects that he has championed for his state that keeps them ahead of the others, the US&R model he advocated (and with the help of his great team, implemented) is exactly along the lines of the South Carolina plan which I blogged about earlier.

I think he is probably someone I have on my list of people I’d like to meet and talk with however, based on this quote from the AP article:

In a 2006 letter to a high-ranking homeland official, Fugate slammed the department’s review of hurricane preparedness exercises for Florida’s region. “The products are wonderful in terms of color enhancement, texture, physical craftmanship, etc.,” Fugate wrote, sarcastically. But, he said, the reviews did not reflect the work Florida had done to respond to Hurricane Katrina.

Planning for US&R Teams

mod-abt-recon-34I was sharing some information with a colleague tonight and I realized that perhaps some of you reading might like access to this research as well.  This is my paper on Developing a Strategic Plan for the South Carolina Urban Search and Rescue Program.

It is a pretty lengthy read (115 pages) but if you are looking into development of US&R (or other special teams), it might provide you a little direction given that our program (SC-TF1) seems like it has done pretty well.  I attribute that success to people like Ken Bell, Tom Webb, and Don Headrick, as well as a host of others (our first Director, Ray Wilkinson, and the chiefs of our Firefighter Mobilization Oversight Committee).  The foundation that was laid for the program came at a price for many of us; between the many trips back and forth to Columbia, spending countless hours away from our families, burning up our personal cell phone minutes (no unlimited long distance in those days), and our cashing every political chip we had (and then some).

 The Task Force and the state response program is these days in the very capable hands of Ken and our new Director, Dan McManus, as well as Tom, Jason Walters, Steve Drozd, and Travis Carricato, but it all requires a good plan and a little momentum.

So look it over (hey, it got me through my third year EFO) and let me know if it is useful and if you have something you’d like to share.  A wise man (Bob McKee, from TX-TF1) once told me that he was indebted to those who shared with him in his early days, and he was a great resource to me when we were devleoping our program as well.  I hope to pay that kindness forward as well.

In Memoriam – SC-TF1 Search Canine "Dixie"

dixieI recieved a report about the passing of one of our search canines, Dixie, today from Dan McManus, the SC-TF1 Director:

“It is with great sadness I report to you that Dixie, one of the State US&R Team’s four service dogs, died December 31st, 2008, due to an intestinal failure. Sadly, our 8 year old canine passed away in her kennel at the home of canine handler Duane Brock on New Years Eve, Dixie will be missed by every member on this team.

Dixie was a Labrador who has had quite an amazing life serving her country as a search and rescue canine. She started training when she was a puppy as a human scent detection canine. This type of training is used for when victims are trapped in debris and are not visible to the human eye.

 Her career started by serving almost two years with the FEMA Tennessee Urban Search and Rescue Task Force One (TN-TF1)  until she was recruited to South Carolina’s US&R Task Force (SC-TF1) in June of 2005. Shortly after joining the South Carolina Urban Search and Rescue Team, Dixie was deployed to St. Bernard Parish with the Task Force for the rescue efforts of Hurricane Katrina. Recently Dixie and our other three canines were flown to and from Columbia to Beaufort in a National Guard Chinook Helicopter to participate in the largest disaster response exercise of its kind. According to our pilots it was the first time in their long military careers have they transported Search and Rescue K9′s anywhere.

Our handlers are volunteers who take on a great amount of personal and family time in order to staff our team with specialized canines such as Dixie. During the years, any handler will tell you even though they are not your average house pet and are to be used as a highly specialized tool, they become a large part of your life and it’s hard to lose them so suddenly. Please keep Canine Handler Duane Brock and his family in your thoughts and prayers.

Although Dixie was the oldest of our canines, her drive and motivation to work as a member on SC-TF1 was undeniable. Her dedication to this organization will be deeply missed by all of us and because of this, we will find a location in our new building to remember her service by.”
