So I'm sitting here, taking in a lot of the nonsense circulating on the internet today, thinking that the buzz is the same as always, just insert a different name this week.  However, and this really does fold into our ongoing discussion as well, there are a number of individuals who have learned the art of inflammatory language and like to insert it as desired, whether or not it is apropos to the discussion.  In some cases, the statements are one-liners thrown in simply for impact; some, though, are more like a hand grenade into a crowded room.

I happen to know a little about conflict. There is such a thing as escalation of conflict in which the rhetoric continues to ramp up on either side until it becomes an intractable situation.  Nobody will give ground on either side because doing so would, in their eyes, admit defeat.  Let's take the situation that seems to be the issue du' jour, going on this week in Miami-Dade and courtesy of my buddy Dave Statter.

In no way do I condone the officer's actions in the video.  In fact, the first few times I watched it, I could see the event unfolding WAY before Smart got to the videographer.  It was easy enough to see that he was ready to make his point and that he did, to the point of embarrassment.  You know what though?  I have been in his shoes before and I know how frustrating it is when you have some gawker taking video or rubbernecking at something, especially an emergency you are emotionally vested in, like a serious accident or when a kid is involved.  But the way he handled it, as we have learned from Dave and from Curt Varone, is not just ill-advised, but a violation of the photographer's First Amendment rights.

But while the rest of the nation was hanging Capt. Smart out to dry and even having some punny remarks on his name, one or two individual comments were drowned in the flood.  And while any attempt at perspective these days is considered siding with that party, the reality is that those comments indicated a little observation that there very well might have been prior history.  And when one poster indicated that the videographer's YouTube page included just such evidence, that's where I went.

I suspected that the YouTube page referenced was going to pull up a plethora of Miami-Dade hate, and so it did.  However, I don't see any name attached to the page that matches the name of the videographer in the LZ episode.  The YouTube channel pointed out belonged to "305whistleblower", and I refuse to link to it because frankly, the many videos racked up on there are obviously those intended to inflame and agitate the Miami-Dade Fire Rescue folks.  I don't know what the guy's problem is, but it is apparent he has a beef with the department.

So let's now put the shoe on the other foot.  You are an officer in a department where some troll is following your trucks around making it clear that you are "wasting taxpayer money" and "resuscitating donuts" (his words).  You happen to be working a scene where you have to fly out your patient, and given the nastiness of the gloves, I'm assuming it was a trauma patient.  Of course, one of the flight crew looks over, sees somebody filming everything, makes a comment like, "Man, we're on video." And given the amount of adrenaline already flowing (and I'm not talking about into the patient), everyone goes on high alert.  There is no "flight" response; we are Type "A" take-charge individuals, which I'm sure a line officer in one of the nation's finest fire departments has to be. It is all "fight" and he makes it clear by the way he strides across the field.

In the meanwhile, the videographer (and I'm giving him the benefit of doubt as NOT being 305trollboy, but an innocent member of the public, because I have no evidence otherwise) sees this and stiffens his own resolve.  After all, here I am, taking a video of a helicopter landing in a field, which is pretty cool stuff.  I am on the other side of the street and cars are passing in between me and them.  If it is safe enough for all these people to be standing around out here without a care in the world, I should be fine.  But the first firefighter comes up and makes it clear the issue isn't safety, but the videotaping.  Well, guess what? The videographer has the right to videotape it, just like the people do all the time when they see something of interest, so long as they are safely out of the way.

And then along comes Capt. Smart, who is obviously emotionally off the edge by the time he gets there.  And I don't need to narrate it; the result is an intractable situation in which neither party is going to win.

I'm going to ask you to do something interesting.  Just go to Facebook or Twitter and take note of the comments that bound on language inciting overthrow or accuse the President of the United States of conducting some anti-American agenda.  While I think it is interesting that there are those bent on protecting the United States from armed invaders, immigrants, and other riff-raff are also those who are saying the things most against our own democratically elected government and advocating, in some cases, violent change.  Does anyone expect that productive discussion is going to come out of this kind of language?

Go to any website where any point of controversy is discussed.  If anyone is actually reading it, within moments sides are taken and any effort at reasonable and considered discussion becomes uncivil and names start getting called.  Like the discussion I have been throwing out there recently about the wisdom of an interior attack in a building where tenability is in question and to be honest, the application of an exterior stream for fire control makes more sense.  This makes my simple observation a target of response; despite over thirty years of aggressive (and admittedly, in a lot of cases, stupid) decisions, I am now a "pussy". 

We are never going to come together as a society at this rate. Lines are drawn over any little slight and the knives come out.  Anyone that says something against our views is automatically "the enemy".  Whatever happened to being able to say, "I don't agree, but I am willing to listen?"  And then, in the spirit of being a better person, listening to see what you can gain from the discussion.  If anything, you can find better arguments for your own position by understanding what it is that troubles the other party.  Or even if you were able to listen for a moment, you were able to convince the other person that YOU are right?  Drawing lines doesn't establish anything other than telling the other party there is no chance that anyone will achieve an agreement.

I will reiterate what I said: Capt. Smart let his emotions dictate the situation and he lost the battle.  I don't agree with what happened.  But before the internet pundits flock to his public beating, remember that before Dave and Curt's educating us on these issues, all of us were not only willing to take Capt. Smart's position, we believed it to be our duty to do so.  And not long ago, the screaming would have been different, but we learned this was not the case, so we changed.  And we need to also realize that there are other factors at play here, factors we have no idea about.

Before you all jump to execution for someone who does something wrong, perhaps we should take a breath, consider the different perspectives, and then decide.  There is nothing wrong in learning about what to do and what not to do, but the rhetoric has got to quiet itself.  The hysteria is really out of control and I see this coming to an end that won't be pretty.

Know Your Enemy

Who is your enemy? In the study of conflict, an adversary should be understood.  Adversary is, believe it or not, a better term for your opposition.  While in some cases it may SEEM like constant opposition, there are moments in which your adversary may be able to teach you a lesson. Instead of spending time hating our enemy, we should channel that energy to see if it can make us stronger.  By looking at oursleves from the eyes of an adversary, you can examine weaknesses and vulnerabilities.  Having identified those, you can grow from there.

It takes a strong will, sometimes, to stomach some of what your adversary might say.  But even in their eyes, there is probably a glimmer of truth.  In regard to competing interests, my wife likes to say there are three sides to the story: Person X's story, Person Y's story, and the truth in between.  Your own perspective is sometimes clouded by self-interest, ego, experience, or just pure, raw emotion.  When faced with conflict, the best place to examine for a solution starts in examining your own heart.

I have mentioned before that knowing your enemy has advantages, not just because you might be able to anticipate their actions and reactions, but because by looking at challenges with a different set of eyes, you might see your way toward a peaceful resolution that is win-win for all involved.

Open your mind, listen, and learn.  You can spend all day hating after you get all the facts, but when faced with conflict, the time to make things work is before things get bad, not after they escalate. 

The Right Stuff

I have been following with interest the discussion of a National Firefighter Code of Ethics.  The other day I saw that Ken Willette, the Public Fire Protection Division Manager at NFPA, blogged about the one written by the Cumberland Valley Volunteer Firemen's Association this past year.  Being obtuse, like I often am, I had actually never gone to the FirefighterBehavior.com blog although I have seen some of the well-written articles that have come from posts on there.  Nothing like going to the source, huh?  Well, if you haven't done it, you need to go yourself, and when you are through, being the fire service leaders I sense you are, send your people there as well.

But this doesn't stop at the fire service.  In fact, as I have said many times before, there are lessons to be learned from a brotherhood of individuals who, as recently as a decade before, were considered to be the last bastion of integrity, honor, and valor in a society in which those values have been eroding daily.  The ever-decaying values in the fire service are an excellent case study, and many questions can come from how we went from where we were to where we are today.

And I am not suggesting that the entire fire service lacks these ideals; we just have not been very good at removing the elements from our midst who do not embrace those same values.  Well, our profession (and for the uninitiated, this refers to both career and volunteer professionals in the emergency services business) has been challenged by a number of external forces that, to the casual observer, seem to have affected the type of person we are getting to replace those who have gone on to other places.

Emergency response, paid or not, is very much a value-driven occupation.  Just because you show up and put out a fire or lug someone to the hospital, is irrelevant, despite the arguments that we are not customer oriented.  If anything, our business is all about the customer, because frankly, we tell people all the time that we can replace their material objects, but we can't replace the people.  We say this is the reason we rescue first and not salvage first.  But ironically, we have many of the same people saying that we shouldn't consult with our community in the spirit of partnership, or that we know better than they do what they need, or even more cynically, that their observations regarding our service and the way we do it doesn't even matter.

Therefore, there is a profound need to make sure the people we bring in not only have read and signed a memo telling them what our ethics happen to be, but that they LIVE these ethics.  That they BREATHE these ethics.  That they BELIEVE in these ethics and that they are proud to associate with others, a brotherhood of others, who feel the same way.

A while back, I happened upon a rollover in another jurisdiction while off-duty, and stopped to see if they needed any help. The driver was already on the way to the hospital, and the crews were just picking up debris, but I know a lot of firefighters in that jurisdiction, so I was really just chatting before heading on.  In the corner of my eye, I saw a firefighter pick up a phone on the ground.

I don't know about you, but my cell phone wasn't cheap, and they aren't indestructible either.  Plus, even if it is just damaged, you could still get the contacts off of it, etc.  But the firefighter opened up the phone, laughed to himself, and THREW the phone into the damaged car.  Not gently, mind you, but enough that it broke.  Since it wasn't my jurisdiction, but everyone there knew me, I walked over and picked up the now damaged phone, then handed it to a trooper.  I glared at the guy on the way by, but I didn't say anything. But I let him know that this was unacceptable, at least in my department.

I won't say that we don't have any of those types in our organization, but as Capt. Tom and I were saying the other day, the balance has been strongly tipped in favor of the "good guys" for a while now, and we continue to drum our organizational culture into those who don't get it.  But these values don't come naturally to some and frankly, do you even want to take the chance of trying to drag a member to that place, or should we look first for those with the right stuff, and then TEACH them to be a firefighter?

If I were advertising, I would say that if you revel in someone's misfortunes, or if you like the power of being a uniformed public official, or if driving in total disregard of others appeals to you because you have lights and siren, you probably shouldn't apply.  There's nothing at all wrong with chasing the adrenaline, but it certainly needs to be kept in the perspective that you will take on a challenge to help others, not to wish it on people so you can get your fix.

If we really believe in our brotherhood, our profession, as a calling rather than just a job, we need to take a look at who we introduce to the team. So long as we continue to permit those who are among us to soil our ranks because they fill a spot, we will continue to tarnish the image we used to be proud of.  I, for one, prefer that when I go to see my kids at school, they consider firefighters to be worthy of admiration, rather than another person they can't trust.  There's a lot of that going around lately, let's not let it happen to us.

A Waste Of Time

I fell asleep at my computer last night.

I am working on a project that has pretty much occupied all of my time over the course of the last three shifts. I think, in retrospect, that the reason that I am having to embark on this dreaded project is simply that a great number of people failed to understand that their actions or inaction created a mess that someday would have to be unraveled.

The mess doesn't even go back a short while.  When I say a great number, I am talking about numbers probably nearing a hundred.  Anyone close to this project that knows that I am talking in circles and understands the scope of this project might disagree with me, but I see the failure in my own interface with the situation, and I see the failures in many others who permitted the condition to occur, knowingly or not.

In a microscope, closely examining one piece of the puzzle, you might not even notice the problem exists.  But when you step back and look at the larger picture, you can see it is definitely crooked.  There are warning signs printed all over this and frankly, they were ignored. But they are insignificant when you step back even farther and realize that any problems we face today could have been avoided had individuals assumed some responsibility and did the right thing early on.

One of the principals in this project called out everyone else on the team and with good reason.  I say that because he is absolutely right; the system failed us.  Or to be clear, we failed the system, because it wasn't all to be blamed on the way we manage these situations.  Instead, key stakeholders ignored critical information.  They felt like status quo was acceptable. Or perhaps they felt inadequate to address the most pressing challenges.  I told this individual that while the historical aspect of how we got to this place is important, just to put the picture in perspective, who to blame is irrelevant. The situation is what it is and you can't unring a bell.  We must look forward.

Those of you reading this might assume you know what I am referring to, but I am suggesting to you that you re-read it and ask yourself, "What am I doing that is creating this same situation today?"  Because if you are honest with yourself, there are any number of issues I have to deal with that follow this chain of events and I am sure I am not alone.

I have quoted my father on any number of occasions in this regard, probably the quote that will stick with me for the rest of my life: "Do it right the first time."  Had we addressed the issues when they were small, had we fixed the leak, had we prevented the spark, had we communicated the concerns, if we had done any of these things, would they have corrected the problem before we got to this disaster we now embrace?

Let go of your concerns for a moment and realize that a drop of water contributes to the flood that sweeps away your home.  Everything affects everything else and that ripple becomes a wave, given the right conditions to grow.  Don't be part of the problem; solve the issues before they become a nightmare to untangle. 

There’s A Secret To Success

I have to be a little amused at the emergency service types who pride themselves on being "the best at their job", but couldn't figure out how to do something if you were swatting them in the head with the instruction manual.  I have a little rule: if you call me, you'd better have tried to solve the problem yourself first.  I don't have a lot of tolerance for those who throw up their hands at the slightest issue and bemoan their inability to move along.

Ironically, I have heard these very same folks complain when a little old lady calls 9-1-1 because they have fallen out of bed, or have a broken pipe, or their smoke detector is chirping. I have heard it straight from their mouths: "Why do these idiots call us?  What makes them think the fire department is there to solve all their problems?"

It really makes me want to say, "You know, the next time you make a comment about how bad things are, or something is broken and you don't know what to do, or how miserable your existence is because the so-and-so doesn't work, I'm probably just going to tell you to STFU." And most of the time, that's exactly what I say, which doesn't win me a lot of friends.

My daughters are young, but not so young that I can't teach them that helplessness is not an excuse. Its okay for the general population, but if you want to succeed in life, when faced with a problem, solve it. Create a workaround, run it over, beat it with a hammer, but don't just give up and call for help until you absolutely, positively can't move forward without it.

There's nothing wrong with asking for help.  People need help because they lack the resources to solve a problem, be it knowledge, tools, ability, or some other issue.  But when the people who are supposed to be solving problems for others can't figure out how to solve problems on their own without involving the next two levels of command, I have a problem with that.

I read a great article today from the New York Times that was being tweeted by a childhood friend of mine: Average Is Over by Thomas Friedman.  In it there is discussion that in order to be successful in today's new world, being average doesn't cut it.  You had better find a niche or some sort of expertise in something, because frankly, graduating high school and going out into the workforce to be content on an assembly line isn't going to happen, unless of course, you happen to be Chinese and living in a factory dorm.

Our industry, the industry of helping people, is one of those niches that can pay off. Maybe the actual delivery of firefighting can be passed off to the bots, but all the technology in the world isn't going to be able to analyze a problem, take what you brought, and develop a solution using grit, spit and duct tape.

You have an opportunity to be successful because our business is the business of fixing problems.  But if you can't manage to get through your shift because your e-mail is down, or if the entire day is wrecked because the air conditioning is out in the engine, well, you might want to consider a new career as a sheep.  Success comes to people who solve the challenges they are faced with with the resources they have access to.  Those who can't, don't. 

 

Steve Jobs: What Impact Do You Have On Your World?

I didn't know the man, personally, or professionally, really.  I own a few Apple products and I like them, I even love them. But while I recognize Steve Jobs as being an amazing individual, I hadn't really followed his career, or read any articles about him, or anything like that.  But I recognize greatness when I see it and his impact on our world as we know it has been substantial. 

When I listened to some of the testimonials about Steve Jobs this morning, I realize what a loss our generation has experienced, but not probably from the aspect you might think. This individual was truly visionary.  He created from what was a dream, an empire.  He was an inventor, a creator, a manager, a huckster, and summing it all up, a true leader.  He applied his vision to create a reality.  He used his vast array of abilities to translate vision into action.

What impact do you have on the world around you?  You don't have to invent the next best thing to aspire to greatness.  In fact, some of the simplest things you can do will break you out as an inspirational and amazing leader.  By using your skills of motivating others, setting positive examples, working hard, demonstrating integrity, and caring for others, you can be a leader that others flock to.

Charisma goes a long way, but being true to yourself and leading from the heart will carry you the full distance.  It takes real belief in self to achieve greatness.  Do good things for others and be a person of vision and action.  There is a big difference between "support" and "activism".  If you believe in something, make it happen.

God bless you, Steve Jobs.  You made a significant impact on our world throughout your life. We can only hope to achieve a fraction of that kind of effort, but in doing so, we can achieve excellence.  

9/11: “Devoted To Duty Above Personal Risk”

A little something about me you may not have known: I used to design fire department patches (NOTE: I did not design this one; it is from The Fire Store, but it was exactly the image I was looking for).  In fact, when I first got involved in the fire service, I designed quite a few of them and one of them, the patch I designed for the Bluffton Township Fire District, our neighbors here in South Carolina, is still being used.  The Chief and the Assistant Chief at the time (who is now the Chief) wanted a motto on the patch.  The motto we came up with is still being used: "Devoted to duty above personal risk."  It still sounds good and to be quite honest, with most of us, it is the truth.

Given some of my posts, some of you, I think believe I'm a safety nazi.  That's pretty far from the truth actually.  I'm a true believer; when I got into the business, I did so because I wanted to be involved in it and because my family tradition led me there.  But I'm the kind of guy that if I didn't believe in it, I wouldn't have stuck around.  And the danger and the thrill, personally, did it for me.  What's more, it wasn't enough.

Over the years, however, I matured.  I grew up, which unfortunately (or fortunately, depending on who you speak to) changes things. I had the good fortune to meet movers and shakers in the emergency service world and each of them had a story to tell.  Mostly their story was that while it was fun being at the edge of sanity with some of the heroics we pulled off and the chest full of medals we earned, we never really appreciated the impact that one stupid move could make that would change the world forever.

The events of September 11 really put my priorities into focus.  On that beautiful September day and on into the night, I stood in front of the TV in my living room, oftentimes holding my then-baby daughter, with tears in my eyes when I realized that 343 of my brothers perished in the line of duty.  The effect that this loss has had on our nation is questionable, as today it seems like the public has forgotten that day.  But the scar it left on our job, on our family, is impenetrable.  There are children growing up whose fathers will never hold them or see them graduate or walk them down the aisle.  Or even look on with pride as they too choose to join our brotherhood.  Who won't be there to pin on Lieutenant's bugles at that first promotion.  Each of these 343 individuals had a profound impact on a number of others, and that ripple effect continues outward and outward until millions, even billions in this case, are impacted.

But the tragedy that happened that day is an anomaly, a blip in the statistics of firefighter mortality.  In fact, we can't ever factor in the loss of 343 individuals on that one day in any of the data we analyze because it throws wild swings into the results.  That certainly doesn't decrease their contribution any more.  In fact, it immortalizes it.  Forever that will be a group of people who stand alone.  But the 100 or so firefighters who die in the line of duty each year are considered, in a figure that has decreased over time, but not nearly in proportion to the fires we now fight. Looking at the situation after that day and understanding the effect the loss of those 343 people had on so many, it is obvious that any casual approach to safety results not just in a loss to the immediate individuals involved, but to many others.  Any poor decision causes a ripple that can become a tsunami.  

So on a grand scale, the loss of even ONE firefighter is an unacceptable one and extrapolated out into an average loss of 100 brothers a year affects not just you or your crew, but families and community, and everything else, multiplied 100 times.  And when a significant number of these injuries and deaths occur not from heroic deeds, but from failing to use common sense, I struggle with the argument that our "safety culture is ruining the fire service".  Let's just take the injuries and deaths that HAVE occurred from people putting themselves in harm's way out of the equation, and in looking at casualties that are related to cardiac events and failure to wear seatbelts, we could make a significant impact on sending more brothers home every day than ever before.  

But we CONTINUE to resist changes in our industry that would make that difference.  Why?  Because you safety nazis are sucking the fun out of our job.  Because you are unreasonable in expecting me to maintain appropriate cardiac health to do the job.  Because we resist the notion that there should be a standard for doing the job.  Because it is inconvenient for me to wear my seatbelt.

There is absolutely no argument you can make to me that can reasonably suggest that increasing our safety is a bad idea.  I am a chief officer now.  I joke that my white helmet will likely remain white until I die, because my job is to send you guys in and to make sure that all I sent in comes back out in the same condition.  It's not the fun part of the job, but at some point, I had to grow up and accept my role.  I am no longer the "go to" guy on the scene for a really hairy rescue and even though I understand that, it's never going to escape me.  

A few years ago, I jumped into the water with Capt. Tom from the EMS12Lead blog and we made a rescue.  While he was a Lieutenant at the time, I was a chief.  My chief, when handing me the Meritorious Service Medal (I missed the actual ceremony, Capt. Tom got one too), reminded me that my job was no longer in the water, but on the shore.  He also indicated it would probably be my last medal.  I indicated that if I got another medal it would probably be my last medal because I'd be looking for another job.  He laughed at that.  But it was an awakening.  I realized how right he was.  My job is to keep you guys safe.  You job is to be safe about doing it and to only take risk when the risk is worth it.  Not only will I keep from throwing your body into an unwinnable battle, I ask that you keep from making decisions that require the same.

We lost 343 brother firefighters in one day in New York City.  They, as well as many more firefighters and other public safety professionals who survived, considered their duty to save others from that infernal hell and did so for thousands and thousands of others, and to their credit, we should be thanking them all for their courageous actions.  But this tradition was an act that isn't replicated in all of these line of duty deaths, because in the majority of line of duty deaths, preventable actions or shall I say, more mature and considerate actions, could have saved firefighter lives.  

To put it plainly, the lives we lost were not traded for a single save.  Our "duty above personal risk", while meant to signify that willingness to sacrifice, can also be read that we are devoted to "duty" above "personal risk".  We have a duty, not only to save the lives of endangered victims, but to be there to lead our families, to be there to teach our rookie firefighters, to be there to be a Cub Scout leader or to work in the PTA.  We have a duty to live our lives to the fullest, not to casually throw our lives away without a sane reason.

If the time comes, God forgive me, to throw my life in front of another so that someone may live a full and productive life, I know in my heart what my action will be.  But until then, I refuse to commit my body, or yours, to a decision based on a misguided view of heroism, or because it is what we always believed to be the duty of our calling.

Be safe and if anything, in the name of those who have gone before us, honor their memory by being there for everyone who remains.  And I ask that God bless the civilian departed and their families on this 10th anniversary of their death.  And most of all, God bless and keep our 343 brothers, their families, and the other firefighters who still suffer the effects of the horrible day, both mentally and physically.  We love you and miss you all terribly. 

Swedish Message, Part 2

In the last few days,  we discussed the presentation by Dr. Stefan Svensson at FRI, who, after watching the presentation myself, made a case that the American Fire Service is taking a path that doesn’t consider facts.  The reaction by many of my American fire service brethren are very obviously based on emotion, not logic.  And frankly, for a group of people who pride themselves on being professional at their craft, maybe the firefighters in our nation do have a little to be desired when it comes to taking care of business in the manner in which it should be done.  

Dr. Svensson pointed out in the very beginning that his observation of the situation is as from the perspective of an outsider.  And while he has experience as a firefighter, he also has experience as an educator and a researcher.  So instead of approaching his discussion from a hysterical standpoint, he used a historical standpoint: that facts are facts and frankly, the methods of changing our culture isn’t working.  Sometimes some tough love is necessary, if we are sincere in wanting to bring everyone home in the morning.

Furthermore, at no point in his presentation (and I have listened to it and took copious notes) has he said that the Swedish fire service is better than any other fire service. In fact, he prefaces his presentation by saying that Sweden also has issues and they are not “better”.  But while data can always be manipulated to say what you want it to say, try looking at this objectively:

What gain do we get from having an increase in firefighter fatalities?  It’s not that we encourage firefighters to die, but the trend is there.  Just based on the data Dr. Svensson shared, firefighter fatalities in America have been slightly reduced, but for the most part, have remained steady.  Put that rate, however, in the context of decreasing civilian fatalities and decreasing fire responses, the ratio of firefighter fatalities per civilian fatality has INCREASED.  Likewise, the ratio of firefighter fatalities per fire has also increased.  Dr. Svensson even stated, this was AFTER pulling out the training and station deaths.  The inference is that even with a reduction in call volume, we continue to see a steady stream of firefighter fatalities.  And based on the language used by some of the commenters, the macho and egotistical feedback has been pretty predictable.  Why do we take so much pride in our injury and mortality rates?  Could it be that we are okay with it that way?   

One issue I really found interesting was his discussion of cardiovascular fitness relative to the job.  I have said on number of occasions that I am appalled by the continued reluctance of the fire service to embrace meaningful fitness standards.  At the same time, these issues are relative to the general population: fitness is decreasing, obesity is increasing, and subsequently, cardiovascular issues are also increasing.  In the meanwhile, the job of fighting fire has not changed, in fact, it has grown more challenging, and is compounded via station closures and staff reductions by having less personnel in many communities to now do the job that many were allocated to before.

Fitness requirements support a simple fact: we need to have an acceptable standard of fitness, therefore we need to have more comprehensive medical screening.  The problem is, as Dr. Svensson observed, in the United States, we evaluate ability, not fitness.  This is directly a result of equal opportunity mandates but has an undesired effect.  In an effort to minimize discrimination, we have embraced ability testing to determine whether a person can do the job.  We say, “If you can do the job, you should be allowed to” because we are trying to be more inclusive.  But the tell-tale issue for whether or not a person is going to stroke out on us or have an MI isn't whether they can or can not pull a ceiling or drag a dummy, it is much more insidious than that.  Cardiovascular issues that are killing firefighters aren’t readily apparent.  And I know firefighters that can whip through an abilities test without too much going on, but it doesn't require a physician to take one look at them and say, this guy's a candidate for the Big One.

But honestly, I could go point for point about the presentation and I'm not.  At least not with you all.

I intend to have my personnel listen to the presentation and view the PowerPoints included.  I also intend to ask them to challenge themselves and ask, "Is he right?  Is he wrong?"  And I'm going to trust that my people are going to listen to what is going on and look past the harshness of the message and evaluate it like grown-ups.  There is importance of having knowledge of the past in order to understand the present.  And we have quite a few people who are okay with romanticizing the concept that it is our duty to die in the line of duty for no apparent reason.  It is okay to be maimed for life for no apparent reason. It is okay to shovel a company into a burning building with deteriorating conditions because if we don't, we are pussies.

Well, it is okay only because the “leaders” in our business hype it as the standard as to what should be.  Their mentality is okay for a future of knuckle-draggers, but what if we gave you a finite number of resources and told you that if you screw them up, you don’t get more, so you’d take better care of them?  Or even better, if you are reckless with those resources, you have to pay for them?  Well, how much longer do you think it is going to be before the lawyers realize that incident commanders sending their personnel into a situation with no control, no coordination, or no meaningful mission (other than "searching" an untenable building) are in fact, killing personnel, and liable for wrongful death restitution?  It won't be long, because it is already happening.

The tradition of the fire service I had passed to me from my father, who got it from his father, and got it from his as well has been established that we must do whatever it takes to save lives.  But there is a profound disconnect: Have we in fact created these expectations ourselves?  Maybe this is where we ask the public: What is it you want from us?  If you read any of the civilian comments in these communities where they are struggling with funds, there is a certain amount of "screw the firefighters" being said and not a whole hell of a lot of support.  Perhaps we need to really educate the public and seriously ask them: "If you are expecting us to sacrifice our lives to get you out, there needs to be some relational support.  Otherwise, f*&# off."

If we keep repeating traditions that don’t make sense and cause us unwarranted pain, what does that make us?  Stupid?  I think that's what Dr. Svensson said that some of you all are upset about.  If you had a son who was pledging a fraternity, and the traditional hazing was to get painfully burned over a percentage of his body because hey, that's the tradition, I'd bet you'd tell him he's nuts.  The only tradition I am buying into is that as a firefighter, I am willing to take a risk to save someone if I have the possibility of saving someone.  But we aren't even doing that.  We won't even buckle our seatbelts, and where is the tradition in that?

The most telling part of the presentation came in the discussion on survival training.  While I don't necessarily agree with some of the issues, the real focus was this: Right now we focus on how to get out of problems.  Maybe we need to be re-focusing on how to stay out of trouble to begin with.

They don’t think about safety because it is simply a part of what they do.  It is not a thought, it is ingrained in their culture.  It's not standing outside a house quivering because we are too scared to fight the fire.  It is taking resources, defining the problem, and using the resources wisely and to the best effect to create a solution.  We are letting our egos get in the way of facts. Instead of getting cranked up about what was said, listen to what he is saying. There are other approaches that make sense, yet we continue to ignore them.

I'm not even going to suggest that we should have a safer work environment.  I'm just going to say that instead of pointing at the Swedish guy and being offended at what he said, perhaps we should listen, take what we can from the discussion, and learn.  He used that language for a reason: to make a point.  He isn't over in Sweden right now rubbing his hands gleefully because he has offended the Americans.  He made it clear that as an outsider looking in, he sees a problem and wants us to be aware of it.  However, he is also concerned that we are ignoring the issues based on our emotional reaction to the problem, rather than the rational explanation of how to solve it.  I don't like being called stupid either, but as I have been told before, if the shoe fits, wear it.

Replacing Search K9s With Search Cockroaches?

I don't think there is any danger in seeing Man's Best Friend replaced by Man's Disgusting Scourge anytime soon, but this report I got today on the Homeland Security Newswire indicates that more developments have come about for adapting Adam Ant for doing Lassie's work.  Instead of packing kibble for deployments, maybe we'll just be able to depend on the remnants of yesterday's MREs.  

In this case the researchers are using the Green June Beetle, but given the size of the cockroaches (or Palmetto Bugs, as we like to call them in South Carolina) I have seen, we could probably equip them with a hammer drill and let them tunnel the victims back out of the rubble once they find one.

Cyborg insects are low maintenance, can get into very restricted and virtually inaccessible areas, and with these new developments, can be adapted for a number of different tasks.  Some of these cyborg applications could also be used for monitoring hazmats or terrorist attacks, doing pre-entry search and recon for SWAT teams, or spy work.  As far as our use of these creatures, the sky (or the basement) is the limit.

Never lose sight of this constant: Change is inevitable.  It''s how we deal with it that makes the difference. What we know today as the way we do business may be radically different tomorrow.

A Swedish Massage (or is it message?)

Between emotion and other factors, sometimes people make issues out of things they know nothing about, or they fail to consider the facts before they resort to anger.  So I kept that partially in mind when I saw the headline about the Swedish fire service “expert” who spoke at FRI this week.  Obviously, even the headlines suggested a certain amount of anger from individuals in the American fire service about his statements.  

While the headline of the linked article hit me in the gut a little, I was prepared to read something that I would not agree with, nor could ever agree with.  In fact, before I even read the article, I already made up my mind that this guy was some academic who had never actually fought a fire before, and now he was going to tell us what we are doing wrong.  Before making a statement, however, I actually read the article and you know what?  In some of the points he made, he is absolutely right.

I don’t equate the comments he made on RIC (people were making unsafe decisions way before we had to come up with a way to save them from those decisions) as being anything other than his observation.  While it may seem to him that people drive more recklessly since they feel safer in their cars, I think there are a few other factors at play when we suggest that firefighters have more comfort from having a RIC present, so they are comfortable taking more risk.  I think just the understanding of the fact that a two-man or four-man RIC isn't likely going to get you out of a situation keeps me from going down that slippery slope.  But while there are plenty of other things to agree with, those items are debate for another day.  What I wanted to talk about was our reactions to the headline as compared to the level of “emotional intelligence” or commonly known as “EQ” (in contrast to IQ) that most people have and how EQ relates to certain events.

I want to keep this brief, but it really plays out in society as I see rational individuals presented with particular situations and instead of reacting to them rationally, they relate to them emotionally instead, and fail to grasp the true issues in play.  Instead of seeking understanding, they presume their perception of an event to be the “facts” and are reluctant to see the alternative points of view.  Some individuals with higher EQ can be educated, or shown the other views, and then make decisions based on those facts.  Others with a little lower EQ may go grudgingly toward understanding.  Some go kicking and screaming, and some are completely irrational and unwilling to understand.  Obviously, we all score one way or another along that continuum and where we place in there helps us cope with issues that may run counter to our beliefs.

EQ also permits us to temper our behavior and allows us to think before speaking.  We have people who frankly, engage their mouths (or fingers, via the keyboard) before comprehending the ramifications of what it is they are saying.  While the statements they make may have elements of truth, these statements are “their” truth, and should also involve a little thinking about other viewpoints as well before being said.

Those of you who have known me for a long time may be laughing right now.  I admit, I have said my share of things that I have come to regret later.  But as I have gotten older, and hopefully, wiser, I have also brought some life experience and education to the table.  Over the last fifteen years or so I have begun to understand that not only are most issues presented to us with only the surface points showing, there is usually plenty of time to blame and yell later; first I need to dig deeper and get the real story.

I challenge you to read what was said by the expert with an open mind, and ask yourself, is he wrong? Is he right?  But more importantly, ask yourself about your own personal reaction to his statements.  Reluctance to change because a situation is presented differently than the way you think, even in the face of facts that indicate truth, indicate not loyalty or tradition, but stubbornness and ignorance.  Seek first to understand, then to be understood.  Get the facts, sort them out, and THEN make a decision to speak.  It’s a whole lot less stressful for you and others who surround you that way.

Welcome To Hilton Head Island

I happen to be off from work for the weekend and it looks as if this weekend will be a beautiful one here on Hilton Head Island. But this isn’t an advertisement for my neighborhood; this is a welcome to the hundred-plus candidates for employment with Hilton Head Island Fire & Rescue who have converged at our Headquarters and next door at the Fire & Rescue Training Center for the next phase of our hiring process.

A while back I posted an invitation to anyone who would listen about coming to work here. I don’t know for sure what impact I had on the numbers, but we had hundreds of applications submitted. From there we provided access to written testing locations around the country, because we sincerely are interested in obtaining the best candidates available. Of those who passed the test, invitations were offered to take a firefighter candidate physical fitness assessment and oral interviews, which are being conducted this weekend. The next steps in the process involve the ranking of candidates on a list from which we draw to fill openings for roughly the next 18 months.

Even there the fun doesn’t stop. When we have an opening, we have to justify the need to fill that opening, which in this economy, sometimes is tougher because of our need to remain fiscally responsible to the citizens of the Island. But with an overwhelming desire to maintain our reputation as a world-class resort destination as well as an excellent community in which to live, public safety is responsibly maintained.

There are a few more steps along the way and when we hire you, there are a lot of expectations placed on you in the first year between requirements for National Registry and South Carolina EMT certifications, IFSAC Firefighter 1 and 2, and HAZMAT Operations certifications, and a whole host of others. Not to mention you are expected to be able to work as part of a team, be customer service oriented, and maintain your ability to do the job through physical fitness and mental preparedness.

It’s not a job for everyone and sometimes we lose a few along the way when they wash out. It’s not necessarily a reflection on their ability to do the job, but more so that we have very high expectations of our employees and it just isn’t for everyone.

The overall compensation package is good though, and we have innovative benefits like zero-interest computer loans, tuition reimbursement for degree-seeking individuals, and incentives for obtaining certain educational benchmarks like HAZMAT Technician or BCLS Instructor certifications. We have state-of-the-art fire apparatus and ambulances, having recently replaced the entire fleet, and opportunities for participation in special operations programs, as we host (in partnership with Bluffton Township Fire District) a state-designated regional HAZMAT Response Team as well as a regional US&R response team.

I wish I could be up there to welcome you and to tell you good luck, but I plan on enjoying the weekend with my family at home. We may walk from our home to the beach, or go for a bike ride on the miles of activity trails across the entire Island, or take part in one of the weekend festivals that go on frequently at Shelter Cove Park. Haters Need Not Apply

Sometimes we have to make decisions in a fog. But not always. Take the time to see the whole picture.

The brotherhood of fire and rescue is but a microcosm of the greater part of society.  In turn, a visit to any un-moderated site will reveal that the general public isn’t any better about being civil, so we probably shouldn’t put a whole lot of worry into the declining civility among people who profess to be part of a brotherhood.  It’s just become a norm of our victim society that it’s okay to be self-righteous and it’s okay to go after anyone who doesn’t think like us.

You would think a group of people who profess brotherhood as a redeeming value would be a little slower to throw one of their brothers under the bus when something goes wrong, but as I mentioned in the Tuscon post, that is obviously not the case.  In the event that an individual within our ranks does something completely against the grain of our collective morals, like set fires or engage in child pornography, I am entirely understanding about the emotion involved in that rage.  It is proportionate to the offense.  But since I’m sure you all have heard of cases where the other side of the story ends up being a compelling explanation, we need to take care and exercise caution about expressing our condemnation, because, as we command officers tend to say, the truth actually lies somewhere between Points A and B.

I’m not a hypocrite by any means; I am right there with you.  I just happen to also take a little bit of time to rein in my passions a little.  If you were standing next to me at the moment I got the news of a “firefighter declining to respond to an incident”, I’m sure you’d have seen another side of me.  However, the luxury of the internet is not only real-time event coverage, but the ability to pause before re-communicating your opinion, especially since unless you were there, it is your opinion and based on conjecture, not on tangible evidence.  You might not be able to take back what you just blurted out of your mouth, but you can certainly check yourself before clicking the radio button.  Very few of the stories I hear are actual prima facie cases.  Since these stories unfold so quickly, we often find that there is more to the story that doesn’t get revealed due to the emotions choking the lines of communication.

It brings up the topic of this page, however, since some of the e-mail (I typed in “e-mal” in my draft – was that a slip?) doesn’t seem to agree with me and of course, there are those who can hide behind their pseudonyms in the comments.  While I am sure the act of someone failing to go to an emergency challenged our beliefs in what was good and right about our profession, on lesser occasions, the anger and vitriol for say, someone not wearing their gloves in a picture, is a little over the top.  And I say “a little” in my most sarcastic tone of voice.  Some of the comments from the peanut gallery are also those who, given their profiles, probably haven’t seen too many incidents more challenging than a dumpster fire, and even then, they weren’t even in charge of that.

Individuals these days, in this moment of instantness (you like that?), are quick to react instead of reflect.  They simply don’t have the patience for the whole story.  They want their news, their blogs, their everything instantly and then they act on that information accordingly.  In a time-compressed environment, there is only a moment to digest what we have heard and then to regurgitate it so that we can be the first to make a comment.  The first to comment must be the best informed, right?  The self-appointed subject matter expert?  The one on the inside, right?

For me, I see it in the type of readership I get here at FHZ.  The comments are usually thoughtful and agreeable.  I post every comment, pro or con, so long as it isn’t spam.  And although I may not agree with you, I consider your perspective on the issues as valuable and enlightening.  But I get the impression that the few individuals who have seen fit to be trolls (with one notable exception) haven’t read farther than the first paragraph anyway.  Anything over 140 characters for a lot of these individuals is a lot of wasted time reading.

We don’t do controversy here on this blog.  We are interested in a bigger picture.  If it is an event that is truly worth discussing and there are alternate points of view, we engage in another time-wasting effort: dialogue.  We ask questions.  We pose thoughts.  We engage in critical examination.  We remain open-minded. It’s a little too much for some people, I am aware, but it keeps the riff-raff out.

The readers of this blog generally have proven to be those who I could sit down and have a beer with and talk about something other than the fire service, or have a conversation about the fire service in say, the context of a retail business, or a day care, or the University of Life.  They can see things for more than what is printed on the face.  They possess deeply considered ideas or are able to see that there are advantages to listening to the opposition.  The readers of this blog are those who I consider to be the hope for emergency services to evolve out of the tar pit of whackerdom and rise to the level of professionalism.

If you know of someone who operates on a different playing field than the norm, send them here and ask them to say their piece so we know they are here.  But most importantly, we are looking for readers (and commenters) who have ideas to share and innovative ways of looking at things.  Just because the issue appears to be obvious, it isn’t often the case.  We want to talk with REAL leaders, those of you who consider enlightened leadership to be a desired trait, not a hurdle to our position.  We need engagement, not brick walls. Haters and groupthinkers need not apply.

Hilton Head Island Fire and Rescue

The Town of Hilton Head Island, South Carolina, has opened up the floodgates for anyone interested in applying for the position of firefighter.  I have worked for this agency since it was created from the merger of three other emergency providers in 1993, but I also worked for all three of those other agencies at one point or another since 1982.  I have stuck with this team for so long and continue to do so for at least one main reason: Because Hilton Head Island Fire and Rescue’s leadership and personnel are committed to a vision of excellence and service and prove it regularly.

We have seven stations serving a world-class beach resort community with all-hazards emergency response.  Since 2008 we have completely replaced our entire fleet of 10 engines and in two months we will have completely replaced our fleet of 10 ambulances.  Our tillered aerial is also scheduled for upgrades within this budget year and the other TDA in the next five.

Everyone on the line is required to be cross-trained and certified.  By the first year, all newly hired firefighter/EMTs must carry at least an IFSAC or ProBoard Firefighter II credential and a National Registry EMT Basic credential.   Within your first year, a stack of other required credentials will quickly accumulate from the classes we send you to if you are hired and don’t have that training.  But that’s just the beginning of a long career in which education is encouraged.

Hilton Head Island Fire and Rescue supports earning a college degree if you don’t yet have one, and more than a few personnel have gone on to graduate with degrees through the Town’s tuition reimbursement program. In addition to the number of personnel who regularly attend the National Fire Academy, our organization also boasts its share of Executive Fire Officer graduates.  HHIFR is well represented by a number of personnel who write, teach and consult on the national and international issues in emergency services.  We have representatives on NFPA and IAFC committees, national and state training committees, and serving as instructors of the South Carolina Fire Academy.  In fact, all line officers are required to maintain an instructor credential with the South Carolina Fire Academy in addition to a number of other certifications.

If you truly believe that our mission is to prevent disaster first, we are the department you want to be affiliated with.  Our building and fire codes are some of the strongest in the region and they are enforced by our excellent Fire Marshal’s Bureau as well as the Town’s Building and Codes Enforcement teams.  A great number of occupancies on the Island are protected by fire sprinklers and equipped with monitored alarm systems.  We have a very proactive outreach to youth through participation in school education programs.  Our personnel teach regular CPR and first aid courses to the public, and we had one of the first community-wide AED programs in the nation.  Disaster planning and management is conducted by the Town’s own Emergency Management staff, located in our Headquarters and working hand-in-hand with the rest of the team.  If all else fails and disaster does strike on the Island, citizens and visitors call our own enhanced 9-1-1 communications center, operated by public safety communicators who are also part of the HHIFR family.

Our CFAI-accredited department runs advanced life support ambulances along with our engine companies and we not only respond, but we transport as well.  Hilton Head Island Fire and Rescue co-hosts (with our brothers at Bluffton Township Fire District)  one of five recognized US&R Regional Response Teams in the South Carolina US&R Program as well as the regional HAZMAT Emergency Response Team, with responsibilities as part of the state-wide counter-terrorism response plan.  We have a brand-new training facility with a tower and propane props, our own fleet maintenance facility, and are in the process of rebuilding our fifth station out of seven, with the remaining two scheduled for demolition and re-construction in the next three to five years.

Hilton Head Island is a unique place to live and work.  While the United States Census lists Hilton Head Island with a population of 48,000, the average daily population exceeds 100,000 when you add in visitors, workers, day-trippers, and at peak can be up to 275,000.  The residents of the Island are very particular about their level of expectations. There are many CEOs, managers, military leaders, and retired executives who call Hilton Head Island home, as well as native Islanders, young families, and immigrants.  We have to serve all of them with a very high standard of care, no matter what their emergency is.  It is what we expect from our personnel, 24/7.

Be Proud, But Humble

I work for a pretty damn good fire and rescue department. Take this link shared with you all from SCONFIRE. You like that? That’s us. And by us, I mean my department, the one I’ve worked with for the last twenty-eight years.  And in two other links, you’ll see that this is us too, “Going Green“, and here, where we are going “High Tech“.  Props, as always, to Grant at SCONFIRE for sharing these stories.

There’s a lot more.  But I’m not here to brag.  I’m here to tell you that while “pride goeth before a fall”, pride is also necessary to motivate your personnel, and a little pride can go a long way.  If you are going to implement change in your organizational culture, there should be a reluctance to be where you were and a desire to go where you are going.  You can quote me on that.  But pride has to be tempered by a few things, reality being one.  Knowing that even the best are fallible is another.

It isn’t easy.  We have had our bad days just like everyone else, and we continue to have bad days just like everyone else. We too have people in our department who, given a million dollars in a briefcase, would be upset that it wasn’t on a silver tray.  I certainly don’t view everything with rose-colored glasses, although some people might believe that to be the case because I’m not talking about the negatives, but discussing the positives.  We have challenges and I have personal challenges.  But instead of seeing these as roadblocks, I see them as opportunities.

If you know me well, you know that I am actually a deep-seated cynic.  But I have been places where I have found such turmoil and trouble that I know I have absolutely no right to complain.  Unfortunately, I have been in a lot of these places.  Conversely, I have been in places where they have got it right.  They may not have every resource they ask for, but they make the best of what they’ve got and they remain hopeful and optimistic, knowing that each day brings them another little piece of the puzzle they can work toward completion.

There’s a fire department in a neighboring community where the Fire Chief used to be my chauffeur, a long time ago.  This guy gets “IT” and he has done everything he can do to infuse “IT” into his people.  When I ask his personnel how things are going with “Big Daddy”, I have never heard a single one of them complain.  They are upbeat and positive about their department, about where they are going, and about the leadership.  They make things work and they have fun doing their jobs.  And that Chief isn’t just letting people come to work and play checkers either.  They train often, they do all the jobs we do short of ALS transport, and all kinds of other things.  These people have a lot of pride in their organization and it shows.

I am extraordinarily proud of my department and most of all, of the people we work with, and the people we work for.  The community here is generally pretty proud of their department also.  We get a lot of letters of thanks and praise.  We get awards.  Our Town Manager pretty much says we stay off his radar, and that’s a good thing.  But it’s not all sunshine and roses and it’s important you know that.

There is being proud and there is being delusional.  While we are very honored to have our team and the resources entrusted to us, we also realize that at any time, at any instant, things can go wrong.  We realize that one saved building isn’t a far stretch, maybe nine or ten minutes from being a total loss.  While our community relies on the entire system to be good at what we do (through education, prevention, protection, service delivery, and customer care), one slip in the well-oiled chain can wreak havoc on the entire machine.

Not that this is a good time to be paraphrasing Brian Kelly (the head football coach at Notre Dame), but he tells his players that when they are on the field, they are 1/11th of the team. If everyone does their part, things will work according to plan.  When someone doesn’t, someone else has to do MORE than their job to take up the slack.  We can be as proud as we want, but if one person lets us down, we are all toast.  For those reasons alone, a little humility will go a long way when things don’t go as expected.

We tell people in our organization all the time, if you screw up, own the situation.  Raise your hand and say, “My bad” and we’ll do what we can to fix the problem together.  None of us, most of all, me, is perfect.  We’d better be ready and willing to say, “I’m wrong, I’m sorry” when it is warranted.  Our informal motto is, “Do the right thing”.  When you have that kind of an outlook at all times, it can solve many equations.

If your own organization is reaching and it seems frustrating, know that everyone, including the Phoenixes and the FDNYs and the Metro-Dades and the Fairfaxes all have their days.  Just like our department has, and I’m sure your department has.  The element of success, however, is to ride out those days as an intact team, absorb the problems, fix what is necessary, and move forward.  Don’t dwell on the problems, learn from them and move on.

Even the best have their moments, but if you take the time to reflect on what you have accomplished, realize how far you have gotten, and look forward to the trip ahead, the pride in that journey is a significant motivator to keep the team together.  Pride acts as one of many force multipliers.  Like any other tool, use it carefully.

I am one of them, so be nice.

You have likely heard others say, “Discretion is the better part of valor”.  This is actually a misquote.  In fact, Shakespeare’s Falstaff said: “The better part of valor is discretion, in the which better part I have sav’d my life.”  You have to understand the context in which Falstaff said this, which was after playing dead to escape being killed. His justification was that words like “honor” and “valor” will get you nothing once you’re dead. Falstaff’s suggestion implies that feigning death in this situation, which was a cowardly act, was defensible because what good are those terms if you are dead?

There is a certain argument made by people in our profession that indeed, having a safety mindset is, well, cowardly. There is a belief that the goal of the reflective vest-wearing, “yard-breather” population is to deprive each and every one of you out there of a draped casket and a bagpipe escort, that ‘tis much better to serve you and your company up as cannon fodder and damn the torpedoes, full speed ahead. If you want to meet the objective of a LODD funeral, I suggest that at least you do it for a good reason. Unfortunately, given the statistics, that’s the least likely way you’ll go down in our business.

While there are excesses in every aspect of our lives, and I’ll grant that the safety officers sometimes come up with some really less-than-fun approaches to our jobs, you aren’t serving any purpose to get killed in training, except to inflate the LODD death statistic every year. If you happened to be one of the valiant 343 who died saving the equivalent population of several small cities, to me, you are a hero. If you happen to die because you refuse to buckle your seat belt, to me, less so.

We must make snap decisions daily that involve life and death. Sometimes we make good decisions and sometimes, things don’t go as expected. In the eyes of some, discretion suggests cowardice, but to me, discretion suggests a good command of resources and appropriate application of force to create leverage, thus defeating an enemy. Napoleonic conflict didn’t go out of vogue because it was effective; instead commanders realized the solution was impossible if  there were a finite number of live bodies available. Thus, there was a practical need to change their approach.

If I may appeal to your rational side, if safe practices are really just sucking the life out of you, then try thinking about it from the perspective of your survivors. When you go off half-cocked and do something you think might be “heroic”, the rest of us often have to clean up the resultant mess. You may be off to Valhalla or whatever it is you believe in, but the rest of us earthbound souls have to pick up where you left off, get the kids to school, pay the bills, go to other calls, etcetera, etcetera. Like it or not, when you tap out 5-5-5-5 on us, life goes on down here. If you want valor, talk to a mother supporting several young children on a firefighter death benefit, or those same children who must go on and now won’t get to see Daddy at Christmas.  Those individuals represent valor to me.

Discretion is, in truth, the better part of valor, if you are of the belief that there is more to life than another parking lot. Sometimes it takes more courage to push on. If you can’t see that for yourself, put yourself in the shoes of those who have to deal with the aftermath. If you’re not going to be safe for your own sake, do it for your family.  There’s nothing heroic about making dumb choices.

While the vest-wearers may have a job we don’t like as much, in essence, they are there to protect ourselves from ourselves.  We have to pull back on the reins sometimes and that goes against what some of you all might like, but honestly, we need a much more mature attitude from everyone on the team when it comes to approach of our most dangerous situations.  Like we football coaches say to the youngster who has just done his best T.O. imitation in the end zone: “Act like you’ve been there before.”  If we can all exhibit calm, cool, professional behavior, not only will we conquer every emergency, but we might live to talk about it later.

Report From Haiti

n15296902663_9822Today through the SUSAR network received a report from friends on the Puerto Rican US&R team, reporting that their team arrived in Haiti on January 15th just after midnight.   They reported that their Base of Operations (BoO) is located at the Port-au-Prince Airport and that United Nations personnel are in charge of the SAR Operations.

The information went on by telling  us that “they divided the city in 25 sectors across the most affected area. Search Operations runs during day time only due to Security issues. Rescue Operations continue during the night when and only when live victims are found”.  The UN sounds like they are handling much of the logistical coordination as well, which makes sense because they already had a presence there.  Transportation to missions are provided by United Nations vehicles and the UN provides force protection with Military Police for the teams.

From this report, it sounds like New York TF 1, Florida TFs 1 and 2, Virginia 1, California 2, and Colorado 1 are working in country, as well as teams from Jamaica, Costa Rica, Salvador, Peru, Ecuador, Nicaragua, Luxemburg, Canada, Russia, Spain, China, France, Iceland, St. Domingo, Mexico, Netherlands, the UK and Colombia.

I’m sure everyone out there continues to keep an eye on Haiti.  I’m not easily shocked, yet even I have been amazed at some of the scenes from down there.  Every time I see another bit of news, I want to go hug my children and remind myself how fortunate we are.

When friends and family see the situation there, not knowing how US&R deployments really work, I get asked if SC-TF1 is going.  Each time, I have taken that opportunity to explain the workings (and separation) between the USAID/DART assets and domestic response (FEMA US&R and State US&R assets) and how “task forces just aren’t sent to international disasters through FEMA”.  Of course, by saying “never”, something I NEVER thought I’d see in all of my years working in this business is occurring: the cooperation and coordination of FEMA with EMAC for the possibility (note I said, “possibility”, not “probability”) of State US&R Task Forces being deployed along with FEMA-sanctioned assets to an international disaster.

But all that being said, in watching the events unfolding, I continue to try to get my head around the response and it frankly has been a challenge.  With any disaster, there needs to be an attack plan, but in most cases, these plans hinge on some basic tenets of organization, none of these which seem to apply in Haiti.  Having been hit by several prior disasters recently, the country was already in extremis and the current situation obviously doesn’t improve things.

I have already heard from my sources that the teams that are there are working under heavy force protection.  Any of us that thought operating in New Orleans post-Katrina was sketchy, one look at the situation in Haiti makes us understand that at least we had the force of law SOMEWHERE on our side.  Reports have indicated that aside from the overwhelming number of missions and dangerous conditions, another part of the reason that engaging missions is problematic is because there simply isn’t any way to get the equipment from the airport to the disaster: roads were bad to begin with, there’s only one active runway at the airport, and there’s no machinery to off-load equipment and supplies.  Once the materials do happen to get onto the ground, no matter what conventions you try to apply for allocating the resources, there isn’t any guarantee the locals will comply with it anyway.

So for this disaster, there are other “sub-disasters” that make it much more dire, and even the media isn’t astute enough to understand it.  This situation is going to get MUCH worse before it gets better, because there’s no way to effectively get the help to where it needs to go, and if it did get there, there’s no guarantee that it will be applied to the right area anyway (unless you count “at gunpoint” as an effective means of allocating resources).

While equipment and supplies are arriving, we could just send everything we have to the area, but without the people who know how to work it, the equipment is useless.  While one friend of mine said to this, “If you gave me a concrete cutting saw, I could probably figure it out”; I mentioned to him that if you didn’t know water was an important part in making the saw blade cut more effectively, failing to do something as simple as that might mean the difference between extricating someone with one blade or a half-dozen blades.  It occurs to me that there are nuances of working with our US&R tools that are completely lost on the uninitiated.  I said this the other day: “It’s the definition between an organized US&R resource and ‘mobs with shovels’”.

My point is, after all this rambling, is that this is very much a teachable moment for everyone, just as I hoped Katrina and other disaster have been.  Even for some of my non-emergency service readers out there, there is an extremely important lesson to be learned: Every community must understand its vulnerabilities and the potential for disaster, and plan accordingly.

The caveat to this is, that despite the presence of a written plan, you can have every contingency covered and discussed, if you don’t understand and practice the plan, it isn’t worth the paper it is written on (Anybody remember Katrina?).

It is imperative that elected officials along with those of us who serve the public safety sector of our respective communities (AND the citizens living in those communities) understand what likely scenarios can occur, know where the vulnerable populations exist, and understand what resources are needed.

For responders: If those resources aren’t readily available, it is then incumbent upon us all to know where to get those resources, how to legally obtain and use them, and even more important, when and how to call them.

For the elected officials: It requires insistence on development of these plans as well as FUNDING to support the plans.

For non-responder citizens: Maybe you should understand that you have a part in this as well, to insure you are prepared to go it alone for at least 72 hours and maybe have some ability to rely on your own preparedness and not look to government for the total solution.  Try checking out the recommendations here at the FEMA website.

So without too much further delay, maybe this is a moment for all of you (elected officials, responders, and citizens) to dig out your volumes of plans and look through them and begin to understand not only what is in them, but at least what your part in that plan will be if, God forbid, you have to utilize them.   While we here in the United States are subject to the same disasters as other nations, at least here, there is the force of law to keep this type of situation from getting out of hand (note the sarcasm).  My suggestion: have a plan, support it, practice it, and if things go badly, USE IT.

Stay safe and let’s keep the responders as well as the citizens of Haiti in our prayers.

Since there seems to be a huge lean forward from people who want to know more about US&R, and since US&R is (and has been) one of my main projects for over twenty years, I figure I’ll take the opportunity to point you all in some directions for information, as well as provide some useful links other than the standard FEMA sites.  I’ll start off with one or two and add some more as time permits.

Also, if I have missed a good link (or source), please add it, because any errors or omissions are likely just my failure to remember someone while sitting here for a moment, rather than deliberate exclusion.

I’ll start of course with my baby: the South Carolina US&R Task Force, which is a state-sponsored NIMS Type 1 equivalent US&R Task Force.  Our deployment to St. Tammany and St. Bernard Parishes during Hurricane Katrina established us on the map as a viable response asset.  While I am no longer the Director of this organization but serve as Deputy Director in an advisory role, it is still my pride and joy.

There is another US&R project of which I am very fond: the State Urban Search and Rescue Alliance, better known by its acronym, “SUSAR”.  This began as a consortium of 19 states, including Puerto Rico, meeting for the first time in July 2005 at the South Carolina Fire Academy in Columbia, SC.  Now it has representatives from over 41 states and we have earned the consideration by many other affiliated organizations as we help to advocate for these state teams which previously had no voice.

One Firefighter Nation there are several US&R “social” groups: Urban Search and Rescue, of course; USAR/FEMA; and USAR.  You can join into the discussions there and say your piece, or at least get to meet other like-minded individuals.  There is also the Cancel The Engine site on there, which has a lot of rockbreakers hanging out looking for something to tear up.

I’ll take the time to add some more later, but if you have a link near and dear to you, feel free to add it on a comment, and if it is appropriate, I’ll add it in.

How can we help you today?

Are you a fire department or are you an EMS service?  Do you do both?  The knee-jerk reaction I sometimes get was one coined by a previous chief, “We are an EMS agency providing fire service”.  In fact, it sounds so clever that there are a vocal few who like to throw that out there time and time again, like they were the ones who originally came up with the concept (they’re paramedics, so they’re a little biased, I’m sure).

Something I said in a much earlier blog bears repeating:  customer relations are essential for any department operating in this day and age.  There are those who continue to disagree with the use of the word “customer” when referring to those who use our service.  Respectfully, I also continue to insist that just because they don’t walk into your shop and buy something doesn’t mean they don’t have a choice in using your service.  Taxpayers may not be able to change providers, but with enough votes, they can radically change your organization.

The world can change overnight.  If you think the current model of how we provide service is going to last another 200 years, think again.  As our customers become more educated and expect more innovation from government, look for them to insist on ways we can do things better.  We need to continuously and constantly evaluate our direction and possibly even reinvent  our concepts in order to stay out front.  Good customer service revolves around recognizing the needs of our customers and using our skills, abilities and past experience to improve service quality and to provide excellent service.

As has happened over really the last thirty years, our industry has evolved into one that defies definition, one that more and more reflects all-hazard response.  I’m going to go on record to say that I’m even confused as to what to call us anymore.  There’s a famous paragraph in Report From Engine 82 (Dennis Smith) that I’ll paraphrase, because I can’t remember it exactly.

In this city, when you turn on a wall switch, you may or may not get a light.  When you turn a faucet, you may or may not get water.  If you pick up a phone, you may or may not get a dial tone.  But everybody knows that if you pull the handle on that red box, you WILL get a fire truck.

The purpose of my poorly remembered paraphrasing of that statement was to illustrate that times have not changed from when the book was published in 1972; just substitute “call 9-1-1″ for “pull the handle on that red box”.  But what we have become has, as we become EMTs and HAZMAT Technicians and Water Rescue Technicians and etc., etc.  I read “Report” cover to cover when it first came out (I was eight- I’m a good reader) and the context of that paragraph has stuck with me forever.  Dennis Smith points out in his story how the fire department was used to handle plumbing issues, to handle overdoses, and to handle pretty much anything up to and including, things that happen to be burning.

So back to customer service; what is our mission?  Why do we exist?  If your answer is, “To protect people from fire” or “To help the sick and injured”, I’d suggest that maybe you should reconsider all of those calls that don’t meet that definition as distracting you from that mission.  If you’re anything like me and the organization I work for, I’d say that not handling those calls is probably counter to the needs of your community.  And what your mission should really be, is defined by those needs.

When someone dials 9-1-1 (or whatever they dial in your community), they do so because they have a problem they can’t handle themselves (or should I say they don’t know how to handle), they don’t have the resources to handle the problem, and they don’t have anywhere to turn for an answer.  Obviously, you are saying, “Well, if my pipes are leaking, why wouldn’t I call the plumber?”  Again, think about the ENTIRE situation.  Maybe they can’t afford a plumber.  Maybe they can’t find a plumber to come out.  Maybe they are totally freaked out by the situation and not thinking clearly.  There are many answers to the question, but the long and short of it is, they trust YOU to help them solve the problem and YOU are the people they call.

So what I’m telling you is that our job REALLY is to respond to a request for help, gather facts about the problem, analyze the options, apply a solution, and ultimately, stabilize the situation.  We may not FIX the problem, but when we leave, things should at least be stable.  We really don’t need doctor-wannabes or adrenaline junkies for our job, what we need are people who can look at any situation and understand the situation, then apply creativity using the resources at hand (either on site or on that BRT you brought) to stabilize their situation.  And further along that line, we’re not asking these individuals to rebuild the house, we’re asking them to stop the forward progress of the damaging element (or disease process or whatever it is) and return some means of order to chaos.  We’re not building a piano here, we’re improvising and hopefully we’ll come out with something that can at least pass for a musical instrument of some sort.

What should our business be called?  What is it that we do?  How can we possibly have meaning in our life if we don’t have a label or title for our life’s ambition?  When I hear of the trash guy being called a “Sanitation Technician”  or a dog-walker a “Pet Care Specialist”, I wonder what title really defines what it is we do.  What it really comes down to is that everyone recognizes the title for your job more than you could ever know.  When someone asks me what I do for a living, I answer, “I’m a Firefighter”.  The knowing look on their faces and the subsequent questions about my job, my worst call, my most stupid call, etc. confirm for me that most everyone understands what our job is really all about.  Now the bigger goal is to get those of us who do it to understand that as well.

I woke up very early this morning with some reflections of how the last week has gone and was thinking back to how much easier it was in the "old days".  While the year 1984 has certain significance to many (you know, the book), the year has certain significance for me because it was my last year to be "one of the guys" and in 1985, I earned my first promotion.

In 1984, things were relatively easy.  I only had to worry about coming to work and making sure my Captain was okay with the things I did, and making sure I didn't screw anything up.  So long as I did what I was told and tried not to overthink things too much, I could blend in with the team and work together, not worrying too much about how my individual issues affected anyone else. 

When I was hired in 1982 I already had some experience in rescue and I was already a certified EMT.  So in 1984, with my prior experience and the two additional years, I had some credibility that I brought to the team.  My job was to drive the squad, which in our department, carried all the rescue and medical tools we had in those days.  If we had a structure fire, I would slide over to drive the ladder truck instead and my officer would drive the squad.  The rest of the crew was on the engine.  That was pretty much the extent of my decisionmaking responsibility.

In 1984, we hadn't embraced the computer as a tool.  Alarm and routine information was entered by hand into the station log book, so one of my most important tools was one of those Bic multi-color pens.  Alarms could be entered in red, other stuff in black or blue, and I can't even remember why we used green, but we did.  Now that was technology.  Things changed in 1985.

By the end of 1984, we had the beginnings of huge changes.  We were adding fire stations and personnel.  The numbers of occupancies in our jurisdiction were growing by leaps and bounds.  We were going through Fire Chiefs as fast as they could be replaced as our commission was being challenged on issues.  We unionized and I was elected the Vice-President of the local.

But my main focus was on the changes in the national industry, because they intrigued me.  As the guy who brought in updated rescue technology from my previous department, I struck forward with the effort to train personnel in confined space entry and rope rescue, in advanced extrication techniques and in the techniques used for structural and trench collapses (when I went through Rescue I and II in Montgomery County, PA in 1981, we were creating tripods, gantries, and a-frames from hemp rope and timber, but the technology went through the roof in a matter of four years).  I got involved on a deeper level and at times, took a lot of heat for it from my colleagues and my superiors as well (nothing like being teased with "Calling Dr. Mick, calling Dr. Mick" because you decide to get your paramedic; ah, but those were the days).

I talked about Heifetz and Linsky in an earlier post and their observation that with change, there is danger.  If you are an agent of change, you will undergo attacks and even character assassination (or ACTUAL assassination: just ask MLK and Gandhi) because you represent a shift from what is comfortable and safe, to unstable and experimental.

Now that we have global access and reach we can share ideas that can both be widely popular and widely challenged.  We have a much more diverse audience and what seems to be understood as a logical solution to an issue may not even be feasible in a different culture or under a different circumstance.  To us, what may be the obvious might be the unreal.  Therefore, it is our responsibility, no matter how surreal the situation, to at least listen and try to comprehend, in an effort to achieve understanding.

That all being said, we all, from our differing viewpoints, carry a responsibility to accept what is right – and by right I mean understood to be realistic and applicable as a result of scientific evaluation and confirmation of our theory, as well as what is right by our fellow man – and not rely on innuendo and supposition.  But when we confirm something to be fact, we need to appreciate it for the change it represents, and regardless of our views on the subject, consider embracing change for the sake of doing what is truly right; that is, what is considered efficacious and for the betterment of our fellow human beings.

Just because someone claims to be the expert, or has insinuated that they should be followed as a result of their experience, fails to understand that what is accepted today is not necessarily the reality, nor is it the ultimate.  Things change.  When someone makes spurious claims, they should back them up with evidence.  Evidence isn't someone saying "this happened", evidence requires substantiated proof.

Things have changed a lot since 1984.  We now have expectations in the emergency service field that require us to challenge the people who say "this is true" not for challenging their authority, but to prove that what it is we take for gospel is correct, and that the service we provide based upon those theories are accurate and for the best of the people we serve.  Failing to operate in a transparent manner is only asking for trouble.   We have to accept criticism for what it is and understand that if we put emotion aside, there might be a grain of truth in what is being said.  By being introspective and realizing our faults, we achieve enlightenment. 'Nuff said.

The Case for Credentialing – An Opposing View

I’m distressed that a comment got sent to my spam filter regarding an earlier post and for that I apologize.  The poster made the comment that he didn’t think I’d print it.  As it is, I would hope by now that readers understand that I welcome opposing views, because it is only by listening to what others have to say that we can grow.  Thus, I’m interested in discussing the issues intelligently and understanding the emerging challenges in the emergency service industry.  So since the comment got sent to the spam folder, I don’t feel that it was shared with you all, and I wanted to insure we had equal opportunity to present our views.  If you have a point to make and it can sway my view, then I encourage it. 

First, an excerpt from a letter Mr. Doug Copp sent to my employer:

In his zeal to please some nefarious people at FEMA I believe he has decided than he will promote himself, at my expense..and your town’s expense. I have had a running battle with FEMA for 20 years because they have used major disasters as an opportunity for military and espionage activities while the ‘victim’ country has been in chaos, from the disaster.

As a person who only cares about saving lives..they hate my guts.
Before 911, I was the most experienced rescuer, in the world; since, 911 I have been sick every minute of every day and after 8 years am still being treated by 7 MD Specialists, for my 911 injuries.

 

This is twisted, perverted and a disgrace that this little man should find it necessary to cause me harm. 
How much do I have to suffer? How much abuse do I need to put up with? If he is so twisted…then he should spend his time mutilating small animals and leave me alone.

As far as Mr. Copp’s claims that I have offended him in some way, I hope he continues to read this blog and understand that I’m not about divisiveness but about seeking the truth, and as far as I am concerned (and this is my blog) there is a discussion that should be made about the merits and demerits of credentialing.  We presented some opposing ideas and we will discuss others as well.  But as far as dismissing the idea of credentialing because Mr. Copp feels it goes against him and some of the others out there, well, I’m sorry that he feels this animosity toward me. 
Instead of threatening me with a lawsuit, perhaps he can let us all know just what it is he has in the way of scientific evidence defending his points.  I’m only interested in discussing the facts.  I happen to be opposed to self-deploying groups posing as rescue teams and not showing evidence of having met any recognized consensus standards.

I have nothing to gain from only presenting one point of view here on FHZ.  As I said before and I’ll say a thousand times, I don’t blog on duty and I don’t speak for any of the organizations I work for on this blog, so they have nothing to do with anything on here except to serve as good examples of organizations using best practices.

The Case for Credentialing – The Spontaneous Bystander

First, we have the genuine thing, the spontaneous bystander, who sees a need for action, then does something about it.  Rescue911 commented on the story of the Good Samaritan and how a traveler, with no reason to do so other than to help his fellow man, went out of the way to assist another.  This lends a certain amount of credibility to the discussion that nothing should prohibit people who wish to help others in their time of need.  Now realize, of course, when I am referring to these individuals, I am referring to people who just have a desire to help their neighbors and do the right thing.

 Quarantelli discusses the social aspects of the emergent response of spontaneous bystanders in Katrina, but also in the Guadalajara gasoline spill and fire.  There is also discussion on the subject by Kirschenbaum that the current philosophy of governmental and NGO response to disasters effectively dilutes the response of neighbors and has resulted in an over-reliance on these agencies to provide assistance.  After all, man has been besieged by disasters since time immemorial and it’s not like they had FEMA to come to the rescue back in biblical times.

There’s something very beautiful (albeit, chaotic) in the spontaneous response of the altruistcally motivated.  But call me skeptical, I see a lot of response from people who claim that altruism is their motive, but I’m not seeing that generosity of spirit coming out when they’re busy operating video cameras to sell tape to the media or taking souvenirs, rather than manning a sand-bag line.  More about THAT kind of person later.

There are indeed a few challenges with this kind of emergent response, problems that if resolved, would go a long way toward goodwill with the community in general (it seems like everyone’s got some kind of beef with FEMA in every disaster, despite their extraordinary efforts to educate people that they need to be more self-sufficient and less reliant on the government), and provide resources to the jurisdictionally responsible agencies that seem to be strapped for bodies when the big one rolls around to their neighborhood.

The main problem faced by those of us in the disaster community when it comes to spontaneous response, is the fact that as the designated adult supervision at these events, we have a responsibility to insure not only mitigation (or depending on the complexity and scope, control) of the incident, but the safety of those who were not necessarily part of the problem before, but now are. 

Let’s step down a wee bit and look at it from the perspective of the first-due engine arriving at the scene of a water rescue.  Let’s even go further to relieve the complication of the situation, and let’s say this is a static water body and it’s just one person involved.  Now I understand that the vast majority of those of you reading the are responders, so bear with me as I educate those who are not.

If, as the officer of the first arriving fire apparatus on scene, we have a single person in need of assistance in a pond (or lagoon as we call them here on Hilton Head Island), it’s really just a cut-and-dried approach to the situation.  Providing we have the resources (water rescue equipment, trained and prepared personnel), it’s a matter of assessing the scene, determining the problem, solving and planning a solution, and putting the solution into action.

Our problem, however, is that more often than not, it isn’t that easy.  In a lot of cases, when we roll up, there are people in the water trying to make a rescue.  In a lot of cases, one or two of these people are now ALSO in distress.  There are bystanders who are interfering with the operation because they don’t understand that standing for a second and looking over the scene for additional hazards is necessary so that we ourselves don’t also become part of the problem (“WHY AREN’T YOU DOING SOMETHING?!!!”).  There are those who parked their vehicle in our way so they could get a better look.  These days there are people video taping so they can sell it to the media or even better, catch you doing something wrong.  Without beating this horse too much, suffice it to say that there are a whole lot of other things going on here.

Now how, you might ask, does this apply to me as a spontaneous responder?  Well, the video taping and the access issues aside (you are a Good Samaritan, after all), let’s go to that first issue: those of you in the water.  Think for a moment, while you are in front of your computer, why this person got into trouble to begin with.  It might very well mean that they can’t swim.  It might be, however, that there is another danger you don’t see.  Thus the need for experienced and equipped responders who can provide an effective rescue.  There is an oft-quoted saying in the confined space rescue community, that 50% of the victims in confined space emergencies are the first responders.  These are often well-intentioned, but less-than-educated or undisciplined responders who failed to take into account the dangers associated with space entry themselves.

My whole reason for saying this is that while most of us in the response community can certainly appreciate the bystander response to an emergency, there are cases upon cases in every aspect of disaster and technical rescue response where the spontaneous bystander response in and of itself became an additional rescue mission for us on our arrival.

So, how can the person who doesn’t have a desire to be part of an organized response help?  Take CPR and first aid courses.  Attend a seminar on what to do in a disaster.  Know that there are other ways to help (“throw, tow, row” come to mind BEFORE “go”).  Put your name on a volunteer reserve list or call your local jurisdiction and ask if there is some way to help if needed.  But more importantly than anything, when you are inclined to go and help, if the legally authorized incident commander (or their designee) gives you an assignment, no matter how mundane, it is what they DO need done for the management of the incident.  You may not understand or appreciate the IC’s request, but in our eyes, there may very well be a method of allowing you to contribute at your level of expertise and to permit your contributions without adding to the complexity of the situation (when something goes wrong and you aren’t equipped or prepared).

This all being said, in times of disaster, people do want to help and the response community has to be proactive enough to have a mechanism for channeling the energy of these responders.  The big issue in my eyes is to make sure people know in advance what they can do, create programs to educate lay responders, and tap them when you can to promote interest.  Furthermore, it is a good practice to identify a place they can report to and get information on them, credential them to the extent possible, and assign them according to their quickly-identified expertise.

The Case For Credentialing – The Argument

As discussed in the last post, there are those who are against credentialing, for their own reasons.  Because I have had plenty of discussions about the subject, I think I have the discussions channeled into four groups (and if you have a different argument, let me know, because I don't want to miss anything on the subject).  I plan to talk about each of these in a little more depth, but I wanted to at least put the parameters of the argument out there.

First, we have the genuine thing, the spontaneous bystander, who sees a need for action, then does something about it.  The discussion I have heard so far from this camp is that there should be nothing that would stand in the way of people who just have a desire to help their neighbors and do the right thing.  Quarantelli discusses the social aspects of emergent response from spontaneous bystanders in Katrina, but also in the Guadalajara gasoline spill and fire.  Plain ol' people like every other neighbor you ever had saved lives, and were not agents of the government, had no training, and only did so in the effort to help others.  There's something very beautiful in that, but call me skeptical, I see a lot of response from people who claim that is their motive, but I'm not seeing that altruism coming out when they're out operating the video camera or taking souvenirs, rather than manning a sand-bag line.  More about THAT kind of person later.

We also have the disaffected group/person I call the "outsider".  Having been one on a few occasions, I can certainly empathize with their cause, but I don't necessarily sympathize with their way of handling things all the time.  Often, these are people who have a lot of training, or maybe come from somewhere where they had a lot of training and experience, and the place they are now in life won't make room to allow them in.  There are dozens of reasons we will discuss, but there are also some issues regarding the credentialing side of things that would STRENGTHEN their position if they were in fact, truly qualified but being marginalized.

Then there are those who are currently the jurisdictional responder but are afraid the light of truth will expose that their organization/agency is not following industry standards, or that they are not ready, or are failing in any number of reasons.  These people really don't have much sympathy from me in regard to their argument against credentialing.  However, there might be some discussion that merits a look.  I'll reserve my judgement for now.

And finally, there are the thrill and glory seekers.  They might be there for the attention, they might be there for the notch in their gun, or they may be there to profit by defrauding the response community.  So as of now, this is where I stand and these are the arguments I want to discuss at first.  There are in some, compelling ideas.  There are in the others, no possible way you'll be able to get me to support their theory.  But we'll talk about them and I'd love to get your thoughts on the subject.  See you in a few.
