An Atmosphere of Growth

One of my best friends (who happens to be my "B" Shift counterpart) came back from his NFPA Committee meeting (mine was in Baltimore and his was in St. Louis. I'm thinking we need to start doing these in Hawaii). He was telling me that during his travels, he happened to be having a discussion with an airline pilot.  I guess the conversation came to the subject of safety and near-miss procedures.  

According to this pilot, Chief H said, when there is a landing that isn't perfect, there is a culture of not pointing fingers that encourages the flight crew to report the event, discuss the factors, and to come up with methods to improve their performance.  Sounds a lot like a near-miss policy to me, but the difference is that apparently, there is absolutely no resistance to reporting these issues because there is no threat of repercussion.

Now we have the Secret List and the Firefighter Near Miss Reporting System, and in our organization at least, we discuss standard operating guidelines in post-event critiques, but I don't know that those concepts even go as far as what Chief H was suggesting they do in this airline program.  To me, it sounds a lot like common sense: instead of focusing on the situation that has already occurred, focus on the events we can fix or those we can grow to recognize and solve, and move forward.

But there is no way this kind of concept can evolve on many of these blogs.  Hell, if anything is seen, like a glove missing or God forbid, someone isn't wearing their SCBA, it becomes a litany of what a dumbass the individuals are and how is it that these people are even still fighting fire.

Now while our department is very strict about the use of safety equipment and insuring best practices are followed, it is hardly a slamfest out there.  If we see you don't have something, we suggest (pretty strongly) for you to go get it and wear it.  This happens pretty rarely because we have squared away people who have been doing this stuff fairly often (with the exception of some of the rookies, of course).  But really, we do make mistakes and there's a lot of times we laugh about it because once pointed out, everyone is pretty good about doing the right thing.

I'd hate, however, for someone to take a photograph of us when we rolled up on a scene, however, and someone just so happened to have missed putting a glove on.  In the case of a recent fire we had, there was significantly enough fire on the outside to cause the arriving officer to order a transitional attack.  His company deployed two lines to the exterior to knock down the rapidly extending fire, which they did without donning masks.  

The next due engine stretched an attack line to the front door and using proper PPE, made the knock on the inside.  Confined to the two rooms we found burning when we got there, nobody hurt.  Nobody was coughing or hacking and honestly, the most difficult part of the evolution was dealing with the mosquitoes.  But just on the chance there was a picture taken of those first few seconds, we'd have heard cries of "sissy" and "outdoor firefighter" from half the crowd and angry accustations of unsafe activity and amateurism from the other half.

Instead of showing the world you are the resident expert on firefighting (which I suspect half of the trolls would run crying at the sight of a real fire), why not use what you see on the blogs and posts to learn something from it and instead of sharing your incredible insight with us all, perhaps make some intelligent observations that could help others remember not to make those mistakes.  I doubt any of the haters are reading this, so I doubt it will have much impact, but perhaps, maybe it will.

 

How Can You Know What Is “Better”?

One of the best parts about my job is the view.  On "A" shift mornings, I leave my home and drive to Hilton Head Island Fire & Rescue's Station 7 where the Line Battalion Chief's office is located.  Since I live near the beach, I actually head to work opposite the commuter traffic, but at that time, traffic is still pretty light.  My route takes me over the Cross Island Bridge traversing Broad Creek, a long, wide tidal creek and pristine salt marsh that comes within a 100 yards of splitting the Island in two.

At a little after 0600 most of the year, the sun is coming up in the East over Broad Creek at the exact same time as I cross the bridge.  The result is a collection of some of the most spectacular sunrises I have ever seen.  Almost every morning, the view is a little different in the sky, but with the lighting of the tidal marsh on that angle, as well as a marina and some other landmarks, it is a glorious sight.

One morning as I crossed the bridge, a car was stopped on the bike lane, the driver taking a picture.  While this is pretty common, I remember the sunrise wasn't the most spectactular I had seen in a while and I thought, "Wow.  He thinks that's a great sunrise and it's probably one of the least amazing of the year."

But in thinking about that idea, it occurred to me that while I got to see this great sunrise almost every morning, I knew that this wasn't a "keeper".  For this poor guy it was one of the highlights of his trip, but because he might have been from somewhere that doesn't have these kinds of views, or for any number of reasons, he didn't know what he was missing.

Your own organization can be much the same way.  You could be "the best". Your department could be a shining example of excellence in your area.  But really, how do you know if you are doing anything significant, or innovative, or even RIGHT if you don't benchmark against other comparable organizations?  

But similarly, what if you are choosing the wrong benchmarks?  There are more than a few methods to measure your organization that can give you the snapshot you need for continual improvement.  And there are those who provide no meaningful yardstick to measure against, especially since some of them have been used to prop up organizations who can meet their "standards" yet fail to achieve even the slightest dent in what is considered a modern emergency service organization.

When someone inquires about accreditation and wonders what an organization can possibly gain from such recognition, in many cases, it is not necessarily the acknowledgement of having met those standards, but the effort the people of the organization make in getting there.  Members of an accredited organization that participate in the process find that they understand the strengths as well as the weaknesses of their organization much better than those who do not.  The knowledge aquired about the organization isn't the most important benefit, though.  More important is the process of examining the facets of running the department and understanding how each part is integral to the workings of the whole.

The challenge of seeking the perfect sunrise requires research to know when and where to find it.  A little experimentation is necessary to see that sunrise from different vantage points and to understand the desired qualities.  Some luck helps in that sometimes the solutions fall right into our laps and we just happen to be in the right place at the right time.  But ultimately, we can't just look at one sunrise and say, "That's the best one", unless of course, it's the only one you ever see.

Stretch a little.  Go out and see what you can see.  Ask questions and open your mind.  Learn and understand the nature of quality and how it presents itself in the efforts you make.  And when you have seen more, you can see that your way might not be the only way, and likewise, someone else might see what you see and they might be enlightened as well. 

 

Tillered Aerials and Safety Collaboration

Hilton Head Island Truck 6 working in Palmetto Dunes.

In the years before becoming a chief officer I spent the very large majority of my career as a truck company officer. The last ten years of my assignment to Truck 6 was spent on the tractor-drawn aerial we currently have. The crews assigned to Six-Truck will have a “new” ride soon; our reserve tiller is off being re-tractored and the trailer refurbished. Once the new one returns, the ALF piece that served us valiantly for all these years will then rotate to reserve status.

Since I was the lifer truckie captain and one of only three in the department who had even sat behind the wheel of a TDA before (I’m pretty sure that’s the only reason I got the job), I got to shop, spec, purchase, equip, and train the company in our new concept. We brought in an expert who was likewise, a lifer truckie, and learned to drive the TDA the old fashioned way (drive it around the parking lot for a while).

My observation was such that, as an educator, there was probably a more effective method of developing drivers for this specialized piece of machinery. When we were doing research on writing a course on driving tillers, I found a shocking lack of information (at that time) on them and ultimately, a few colleagues and I developed the coursework from which we certify our personnel to drive. This, to satisfy the naysayers, also involved INTENSIVE driving of the vehicle: beachfront parking lots during summer, night driving, driving in the rain, and lots and lots of situational stuff. Needless to say, when we were done, that first round of drivers was pretty proficient.

Lately we have been finding that there is a desire for some to want to reduce the requirements for TDA chauffeurs and tiller operators and I expressed my opinion that this was not the way to go. Our organization does all kinds of stuff in our community in conjunction with our customer service outlook, as well as respond on emergencies. Time is very valuable, but I also know of a long and distinguished history of TDA mishaps that each time point to a missed element of discipline and training. There are basic laws of physics that really come into play with a tractor-drawn aerial that don’t in your basic straight frame aerial, and I have been less than tolerant of relief drivers who don’t understand that.

So you can imagine my interest when I found out about this video collaboration between the Raleigh and Seattle Fire Departments as can be seen here:Raleigh and Seattle Collaborative Training Video I have been watching to see what lessons we might get out of the Raleigh TDA rollover and it seems as if we will have a very valuable tool for educating not only TDA drivers, but all firefighters as well.

But while this could evolve into an entire lesson on driving tillered apparatus, the discussion I want to actually have is that there is a wealth of information out there that you all have the opportunity to obtain. We find too often that people are unwilling to accept the observations and experiences of others and instead “reinvent the wheel” regularly, wasting time and money in the process. But these two departments saw needs and worked together to produce a valuable teaching tool.

There is no shame in finding out what mistakes (or positively, what efforts) have been previously made in our business and asking questions about he good, the bad, and the ugly. This is called research. We ask questions to determine an answer to a problem and rely on science and experience to make decisions. The problem is, it requires effort and it requires being candid about the issues. But no progress gets made without learning about what went right and what went wrong.

Check out the video and tell me what you think. I have already viewed it a number of times and take away something new each time. We are fortunate (and thankful) that no one was killed in this event. And it goes without saying, I thank both departments for their sincere effort in making the job safer. But the lessons learned are no good to anyone if we keep them locked up in a closet. Share the knowledge, collaborate, and learn from one another.

The Capacity Building Exercise To Change All Exercises

We are all interconnected; how so remains to be examined. We are part of a bigger whole.

Our industry is in dire need to undergo extensive capacity building. Capacity building is the assistance provided to societies which have a need to develop a certain skill or competence. More recently, however, capacity building is being used to facilitate innovative approaches to social and environmental problems.

Capacity building can be defined as “activity which strengthens the knowledge, abilities, skills and behavior of individuals, while improving institutional structures and processes such that the organization can efficiently meet its mission and goals in a sustainable way.”

For organizations, capacity building may relate to almost any aspect of its work: improved governance, leadership, mission and strategy, administration, program development and implementation, identification of revenue streams, diversity, partnerships and collaboration, evaluation, advocacy and policy change, marketing, positioning, planning, etc.

For individuals, capacity building may relate to leadership development, advocacy skills, instructional abilities, technical skills, organizing skills, and other areas of personal and professional development.

When I began to write this article, I was thinking about a different direction than the one I shifted to this morning. I happened to be listening to Bob Edwards this morning, as I do routinely when I am driving around. He was interviewing Tom Shadyac, best known as the director behind movies like Ace Ventura. I’ll let the I Am video tell the story, but in short, he had a mind-opening experience as a result of a bike accident and the subsequent recovery, and it inspired him to make a documentary which seeks answers to deeper issues.

The point in his interview that really got me was this: We have been taught over the course of our lives when faced with a problem to ask “What is wrong?” when we should really be asking “Why is this wrong?” Shadyac suggests a more metaphysical approach to our cultural issues which revolve around more cooperation and supportiveness and less competition and strife.

When I applied this to what I had begun to write, it occurred to me that maybe we (emergency services and in society as a whole) are going about this all wrong. Our continual inability to work together to foster positive change is likely deeper than even we originally suspected. If we continue to go after each others’ throats in the vollies vs. career, East vs. West, Fire vs. EMS, safe vs. unsafe battles which rage daily in our business, how can we ever expect to achieve any respect from others outside emergency services, much less endorsement on issues we can all agree on.

It seems to me that the KSAs we need to teach are farther removed than basic operational issues, the KSAs we need to emphasize are our greater connection throughout the entire emergency services industry, how we need to get past the things that divide us and unite about things we can agree on and change.

We talk about “brotherhood”, but what really is brotherhood anymore? You have brothers in career shops bashing brothers in vollie houses because of a number of reasons. Shouldn’t we simply agree that we both do a dangerous job, made more dangerous by the bean-counters limiting our abilities to obtain cutting edge technologies, the best training, and sufficient staffing?

I realize that I have indeed been asking “why” things are wrong for a long time, while many of my brothers were and are still focused on “what” is wrong. I just guess I needed someone to point that out to me.
The capacity building in ourselves, in our organizations, and within our industry is essential for our continued survival. Einstein said, “We shall require a substantially new manner of thinking if humanity is to survive.”

I’m suggesting that a good place to start is in a society where there are those who have a core value of service to others, a society in which the greater good is supposed to be placed above that of the individual, and where characteristics of selflessness and courage are valued attributes, not hindrances. If there is any established society in which those morals are daily sought and in which we insist they are founded upon, it would be the society made up of fire and EMS professionals.

Smells Like Innovation

While Happy Medic may have beaten me to broadcasting it over Facebook, I am thoroughly overwhelmed by this video on the new app developed by Chief Richard Price of San Ramon Valley Fire in California. I have asked students and others for a number of years, “What changes can you see for emergency services that would revolutionize our industry?” This, to me, is evidence of that kind of innovation.

The advantage of technology is that it can change the playing field dramatically if properly applied. It just requires someone to keep their mind open to possibilities. While I don’t know Chief Price, he certainly seems like someone I’d like to get to know. A while back, I somehow went to his department’s webpage, which I found to be one of the most visually appealing and enjoyable webpages I have ever viewed. I zipped off an e-mail to him about that and almost immediately got a reply back, where he gave credit to the unique individuals he has working with him. This department seems like one that has already begun to make a mark as a leader and certainly has set an impressive bar to reach.

Congratulations, Chief, on your latest amazing contribution to the greater good. Keep up the good work!

Article: Modern Approaches To Fire Suppression

Not long ago I was asked by Jamie Thompson over at FireRescue1.com to write an article on fire suppression.  While I wrote it a few weeks before, it published yesterday.  But yesterday morning, before the newsletter with my article  came out, I was reading the FireRescue1 article on the Chinese water cannon and this inspired my morning “message to the troops” to be about innovation and change.  Of course, the point of my article was about innovation and change, so it was good timing.

I have been having some pretty in-depth discussions lately regarding change as related to technology.  There are people who feel like all of this technology is overwhelming and distressing and changes should be avoided.  There are those who think technology will solve all the ills of the world.  And then there are many who see technology as being a useful tool that when applied to the right situation, can produce wonderful results, and conversely, be misapplied and create major disaster.  Some think that there should be more emphasis on the basics, which would supplant the need for technological shifts.  And there are those like me who see potential in these changes and wonder how we could harness the power of both to provide safer and more effective service.

While the water cannon discussion illustrates an interesting discussion on technology, the comments reflected several differing opinions, and while I noted that there was a lot of discussion about what it wouldn’t do, I only saw one serious commenter reflecting on what it might be able to do.  Many think that innovation stops at invention.  In fact, innovation can really be considered having a new birth there.  Because once something is invented, there are usually a few individuals out there testing it, finding out its limits, and trying to envision what this new development might mean to them.  And they tweak and refine and experiment, and then, voila, we have a new way of doing things.

Innovation has plenty of effect on your daily life, but you have to take some time and appreciate that effect, because we tend to take it for granted.  How many things were invented that aren’t necessarily used for the original intent?  In the fire service, we take things all day long and make them do things they probably weren’t designed to do (which isn’t always good).  How much better would our organizations be if, instead of looking at the problems, we saw the challenges and rose to solve those issues instead?  If we took into consideration the changes we have made and came up with ways to even improve farther on those ideas?

While honing our technique is desirable to improve performance, as one commenter on my article suggested, and he goes on to suggest that CAFS and other fancy things can’t overcome poor technique, I agree in part and principle.  But I disagree on a different level, that is, from the aspect that if we have good technique AND technological improvement, we can have an exponentially beneficial effect on solving problems.  Good technique AND good tools create a force multiplier.

Solutions for problems are all around us; we just need to take the time to find them.  Knowing where we come from is important, because it helps us to understand where we want to be.  But abandoning good technique for promotion of good technology is NOT the answer.  The answer lies in both, and knowing that in order to improve our condition, we must take advantage of all of the opportunities that come our way, if not to stretch out from that point, to know that this is NOT the way to go.  We all must experiment and learn and understand.  But most of all, we have to be open to the ideas and see them with clear vision.

Residential Fire Sprinkler Comparison

We conducted a comparison burn today at Hilton Head Island Fire & Rescue to demonstrate the effectiveness of residential sprinklers in the control of incipient fire. Since I was off, I was able to video it as your ordinary citizen and the crowd, which was pretty nicely sized for the Island on a Saturday morning, was very impressed.

I posted it to my personal Facebook page, but felt like this was important enough of a video to share it with all of you Firehouse Zen readers. Feel free to pass it on. (UPDATE: These are now posted to YouTube also).

The teamwork involved in putting this presentation was very encouraging: all three shifts participated in one way or another, led by Chief Fire Marshal Joheida Fister.  It’s another reason the people I work with at HHIFR are individuals I consider to be the best in the business and make me proud to be associated with them.  The funds for creating the demonstration were provided through a grant. The building of the props were done by HHIFR personnel and local businesses (including my personal favorite, KPM Flooring) contributed elements of each room, lumber, the sprinkler system, and the installation.

The first burn is of an unsprinklered furninshed room of frame construction.  The inner walls are sheetrock.  In addition to an ordinary fire load in a bedroom, a small Christmas tree was at the front of each room (which surprisingly did not significantly contribute to the fire load in either case until well into the fire spread, as you will see).  The detector activated in the first room in 9 seconds, the room was untenable and very shortly after flashed over in under a minute.

The second burn is an identically sized and furnished room, the only exception being the presence of a residential sprinkler head.

As I have said on my FB page, if this doesn’t illustrate the live-saving capability of residential sprinklers, I don’t know what else to tell you. You can dry things off after they get wet. You can’t unburn your family or your home. But I am obviously preaching to the choir. Therefore, it is important that you all share these videos to many, especially the non-firefighters you know. This is important information and these two videos pretty graphically demonstrate the difference.

While there is a significant amount of undeserved controversy regarding residential sprinklers, especially the myths of inordinate cost, the whole “Hollywood all-the-sprinklers-going-off-at-once” myth, and a number of other things, the reality is that with smoke detectors and sprinkler installation, more lives will be saved and fire loss will decrease.  It’s a no-brainer.  But it IS a tremendous cultural shift and most homeowners, not being accustomed to this type of protection device, are on the fence.  They will continue to be on the fence so long as we are pushing systems and others argue against them.  This is the time when we need to be the driving force to push harder.

Share the video.  This is a game-changer and we need to be behind it, at least if we really do ascribe to the notion that our first responsibility is the protection of life and property.

Credibility

One of the biggest problems the fire service has is its credibility.  I received multiple e-mails over the past few weeks about a confined space training near-miss that in reading the information, I found to be pretty troubling.  Once again, it appears (at least from the published report) that training can get pretty hairy, especially when there is a certain amount of complacency among students and instructors.  But it goes to a deeper question: When training, at what point do we raise our hand and say, “Hey, something doesn’t seem right here”?

When we engage in fire, EMS, and rescue activities, we are participating in what is considered to be an extraordinarily dangerous setting.  In training, we have the ability to create scenarios that test our students, but we as course designers must consider the alternative outcome to successful completion of a task, and by that, I am referring to failure.  When someone is unable to complete a task, or the environment becomes too daunting, or unforeseen events occur, there has the be the ability to directly swing into normalcy (read: safety).

In burn buildings we provide extra exits and in high-line rescue training we continually monitor redundant belays.  Whatever the topic, we intentionally build our scenarios to consider the “what if?” events that might occur.  While crawling through an active 18-inch pipe might provide a “confidence building” exercise, what is the plan if someone gets stuck?  Or in the case at hand, weather creates a very real scenario?  Thankfully a greater disaster didn’t occur.  But while in confined space situations we must “train in representative spaces”, and nothing provides more realism than using the spaces themselves, we are also obligated to monitor those spaces and aggressively manage safety concerns for personnel.

When an instructor is telling you to do something that doesn’t seem right, there is also an obligation on the part of students to respectfully raise a hand and question the scenario.  Unfortunately, not every instructor out there is experienced or dedicated enough to insure that the proper learning environment is provided and adequately managed.  As real professionals, we need to not only do risk management on the emergency scene, but in training as well.  There are plenty of instructors from whom I have taken a class, only to walk away shaking my head.  If I am responsible for hiring instructors, I at least qualify them myself or seek the advice of colleagues who have worked with those people before.  Our business, however, is too dangerous to leave the teaching to amateurs.  Look for credible instructors with a history of work when you are trusting someone with the lives of your personnel.  We kill and injure enough of our people in real situations.  There’s no reason to do the same when the urgency doesn’t exist.

How Far Outside Your Box? Frontiers Around You

When this was new, do you think they were saying, "It can't get more modern than this!"

I hate to borrow a line from a commercial, but it got my attention the other day: “People say there aren’t any more frontiers; but there are frontiers all around you.”  The challenge to “think outside the box” was a unique way to describe innovative thinking in the ’80′s, and it was so overdone that everyone cringes when you say that phrase now.  But when you are considering paradigm shifts and defining stretch goals, what better way to say that you are reaching out of the walls that confine your thought?

I was driving down the road the other day and thinking to myself, if there were a way to simply will ourselves from Point A to Point B, like the “Transporter” does on Star Trek, what need for roads?  We wouldn’t need a car.  We wouldn’t need sidewalks, or bridges, or doors for that matter.  Think about being in the road construction business or the bridge building business, or in the auto industry, and one day, there were no need for your service.  Your skill set, once valuable, was useless.  What then?

There are a certain amount of people who advocate EMS as a method to save firefighter jobs when fires cease to happen.  Conversely, there are those who say there will always be a need for firefighters, because fire will always be a problem.  Perhaps instead of limiting our vision to these options, consideration must be made for what will we do to reinvent our industry wholesale.  What if robots could be trained to do our jobs?  I’d bet that as late as ten or twenty years ago there were people in the auto industry who thought that there was no way a robot could produce a decent automobile: Now we have robot-assisted surgery.  How much father off do you think it will be before they are making interior attacks?

Anyone who demonstrates an obsession for the status quo and fails to think about the future with an open mind is only setting the table for their eventual obsolescence. Even what might sound like a stupid idea isn’t always too far-fetched.  If you fail to consider the opportunities, you are missing a piece of the puzzle.

From the technical aspect, you might be able to guess at any number of possible eventualities.  I’m interested in the nuances of leadership and command and what changes are in store for us there.  While many think about the possibility of fighting fire without water or providing radical prehospital medical interventions, perhaps you should consider what would happen if we turned the way we lead upside down.  Or if we were MORE of a military-style agency, like if we were brought into a branch of federal government.  Or if everyone was paid.  Or if everyone was volunteer.  There’s no end to “what if…” because while the first few answers might not be plausible ones, they may lead to a prize-winning innovation.

Instead of making statements, every day you should be asking questions.  And while not all change is good, if you don’t consider the effects of certain factors on your organization as they might occur, you might be surprised when they change despite all your best efforts.  As leaders, if we fail to keep an open mind and reconsider every approach to what it is we do, while we may not fail today, we do a disservice to our organization.  Doing things the same way day after day may seem “good enough”, but if you are caught flatfooted when things change overnight, don’t be surprised if you are left standing in your box while everyone else is running around outside it.  Where are the new frontiers?  They surround you, if you reach far enough.

Evolution And You

You can choose to keep your head in the sand or come up for air. It's really YOUR choice.

In an uncharacteristic Firehouse Zen moment, I’m going to share some not-so-heartwarming news with you: If you fail to evolve, you will die. It’s not all about cheerleading and mentoring. Some of this motivation has to come from the subject themselves. If you are not intrinsically motivated, you can only be kicked in the head so many times before it’s time for us to move on to someone who genuinely WANTS to succeed.

I am inspired by this post from the New York Times that discusses what is known as the Dunning-Kruger Effect — our incompetence masks our ability to recognize our incompetence. In essence, some people are so stupid, that they don’t even recognize that they are that stupid.

It’s like the contemporary fire officer who continues to discuss his or her lousy computer skills.  Do you know one?  While twenty years ago, it might not have been a big deal, but virtually everything we do these days as a company or chief officer requires a certain understanding of how to complete forms, create documents and memos, and to analyze data.

I don’t know of a single department in the nation who is still using a typewriter to perform these tasks, although I’m sure someone will pipe up and claim that distinction.  Unless you are some superstar fireground tactician, I don’t know anyone so gifted that they can forgo the skills required to cover the administrative requirements of the job, and those skills include basic computer use.  Claiming you can’t work a computer just doesn’t cut it in the 21st Century; if you are so confused by a word processing program that you can’t manage to put out a coherent memo, it might be time for a career change.

But this isn’t a rant about not being able to use a computer.  The point is that as times evolve, so do our jobs.  You can complain about it and moan about it all you want, but the expectations placed on us as leaders require us to understand and manage change. You may not be an early adopter, in fact, you might be the last one dragged kicking and screaming to the next level, but at some point, you must make the change or expect to become irrelevant.  As a company officer, your redeeming skill might have been that you could last the longest in a smoky room without puking your guts up, but now that we have methods to skip that desired attribute, you’d better polish some of your other abilities up soon else you will be yesterday’s news.

We must constantly evaluate our knowledge, skills, and abilities and determine what we can do to evolve.  If we fail to do that, we are dooming ourselves to obsolescence. If retirement is within your sixty-day window, that might not matter to you, but if you plan on hanging in for the next few years, I suggest you learn more.  You have to be smart enough to realize you don’t know everything and certainly not so stupid that you think you do.

Take the time to understand others' points of view.

There is a great deal of controversy on the internet at any given time, but the postings between people we should be working with are getting to the point where they are troubling.  Heated rhetoric, personal attacks, and just out and out anger are more commonplace now then ever.

I posted this on my Firefighter Nation profile the other day in response to some of the discussions I have seen on other blogs lately.  If there’s anything I learned from doing research, is that even the military has come to understand that if combatants don’t appreciate adversary culture, they are likely to make assumptions that could jeopardize their mission. As a result, enlightened commanders take the time to immerse themselves in cultural education and counterintelligence to fully comprehend the aspect in which an adversary may approach a problem.  As a born cynic, my first viewpoint was that the understanding could be utilized to manipulate weakness or strength to be used against one’s adversary, but as I have grown older (and hopefully, wiser), I have found that in conflict management, many arguments could be simply defused by just toning down the language and accepting others’ viewpoints for what they are: opposing viewpoints.

This text was shared with me by a friend some time ago, but I wanted share it with you all in the hopes that maybe it could provide some perspective:

Cast off pretense and self-deception and see yourself as you really are.

Despite all appearances, no one is really evil. They are led astray by ignorance. If you ponder this truth always you will offer more light, rather then blame and condemnation.

Maybe some of you will take this for what it is worth and be a little less likely to fight with one another. Maybe you will continue to disregard any advice toward making peace with your brother firefighters and EMTs. But maybe if some of us kept our mouths shut and listened more, we might learn something. And further, maybe we need to be tolerant with some of the newbies and try to encourage their learning.

There is always a place for understanding the culture and approach of others, because you can then frame your discussion in terms which they can understand.  Be more open to ideas and accepting of others, and in the end, you will reach them because you can appreciate where they are coming from and they will appreciate that you took their sides under consideration.

web reddrive download 423If you haven’t figured out by now I’m kind of intrigued by all the technology that people use on a daily basis and how it could be incorporated into making our jobs easier in the fire service.  I can’t get over all of the opportunities that are out there to try to improve things, and yet for some reason the fire service stays riveted on old technology. It could be that there’s not enough money in the fire service to help improve these technologies.  You’d think that someone with the money might realize that better technology could be make us more efficient and also reduce pain and suffering and loss of property and all that other good stuff.

Right now I’m completely enmeshed in our community’s application for Google to provide ultra-high-speed internet (we’re talking 1 GB here).  I can only see the possibilities and they are endless.  Part of my comment to them in defense of why Hilton Head Island should be awarded this opportunity revolved around the public safety applications of this high-speed Internet.  Applications like streaming video for training and meetings would revolutionize our organization. Existing mapping and pre-planning information could be shared via server or just kept on the Internet.  I can go on and on.

Our organization is really embracing some new concepts right now in an effort to improve capability.  Sometimes these ideas work and sometimes they do not.  But the act of trying these things out are learning opportunities in themselves.

What ideas are you working on that will revolutionize the way you do business?  How can we improve our delivery of excellent customer service using existing technology?  What idea, no matter how far-fetched, would make our job an everyday joy?  What things must we change in order to make these reality?

US&R in Haiti: Wishing vs. Planning

I’m sure everyone out there continues to keep an eye on Haiti.  I’m not easily shocked, yet even I have been amazed at some of the scenes from down there.  Every time I see another bit of news, I want to go hug my children and remind myself how fortunate we are.

When friends and family see the situation there, not knowing how US&R deployments really work, I get asked if SC-TF1 is going.  Each time, I have taken that opportunity to explain the workings (and separation) between the USAID/DART assets and domestic response (FEMA US&R and State US&R assets) and how “task forces just aren’t sent to international disasters through FEMA”.  Of course, by saying “never”, something I NEVER thought I’d see in all of my years working in this business is occurring: the cooperation and coordination of FEMA with EMAC for the possibility (note I said, “possibility”, not “probability”) of State US&R Task Forces being deployed along with FEMA-sanctioned assets to an international disaster.

But all that being said, in watching the events unfolding, I continue to try to get my head around the response and it frankly has been a challenge.  With any disaster, there needs to be an attack plan, but in most cases, these plans hinge on some basic tenets of organization, none of these which seem to apply in Haiti.  Having been hit by several prior disasters recently, the country was already in extremis and the current situation obviously doesn’t improve things.

I have already heard from my sources that the teams that are there are working under heavy force protection.  Any of us that thought operating in New Orleans post-Katrina was sketchy, one look at the situation in Haiti makes us understand that at least we had the force of law SOMEWHERE on our side.  Reports have indicated that aside from the overwhelming number of missions and dangerous conditions, another part of the reason that engaging missions is problematic is because there simply isn’t any way to get the equipment from the airport to the disaster: roads were bad to begin with, there’s only one active runway at the airport, and there’s no machinery to off-load equipment and supplies.  Once the materials do happen to get onto the ground, no matter what conventions you try to apply for allocating the resources, there isn’t any guarantee the locals will comply with it anyway.

So for this disaster, there are other “sub-disasters” that make it much more dire, and even the media isn’t astute enough to understand it.  This situation is going to get MUCH worse before it gets better, because there’s no way to effectively get the help to where it needs to go, and if it did get there, there’s no guarantee that it will be applied to the right area anyway (unless you count “at gunpoint” as an effective means of allocating resources).

While equipment and supplies are arriving, we could just send everything we have to the area, but without the people who know how to work it, the equipment is useless.  While one friend of mine said to this, “If you gave me a concrete cutting saw, I could probably figure it out”; I mentioned to him that if you didn’t know water was an important part in making the saw blade cut more effectively, failing to do something as simple as that might mean the difference between extricating someone with one blade or a half-dozen blades.  It occurs to me that there are nuances of working with our US&R tools that are completely lost on the uninitiated.  I said this the other day: “It’s the definition between an organized US&R resource and ‘mobs with shovels’”.

My point is, after all this rambling, is that this is very much a teachable moment for everyone, just as I hoped Katrina and other disaster have been.  Even for some of my non-emergency service readers out there, there is an extremely important lesson to be learned: Every community must understand its vulnerabilities and the potential for disaster, and plan accordingly.

The caveat to this is, that despite the presence of a written plan, you can have every contingency covered and discussed, if you don’t understand and practice the plan, it isn’t worth the paper it is written on (Anybody remember Katrina?).

It is imperative that elected officials along with those of us who serve the public safety sector of our respective communities (AND the citizens living in those communities) understand what likely scenarios can occur, know where the vulnerable populations exist, and understand what resources are needed.

For responders: If those resources aren’t readily available, it is then incumbent upon us all to know where to get those resources, how to legally obtain and use them, and even more important, when and how to call them.

For the elected officials: It requires insistence on development of these plans as well as FUNDING to support the plans.

For non-responder citizens: Maybe you should understand that you have a part in this as well, to insure you are prepared to go it alone for at least 72 hours and maybe have some ability to rely on your own preparedness and not look to government for the total solution.  Try checking out the recommendations here at the FEMA website.

So without too much further delay, maybe this is a moment for all of you (elected officials, responders, and citizens) to dig out your volumes of plans and look through them and begin to understand not only what is in them, but at least what your part in that plan will be if, God forbid, you have to utilize them.   While we here in the United States are subject to the same disasters as other nations, at least here, there is the force of law to keep this type of situation from getting out of hand (note the sarcasm).  My suggestion: have a plan, support it, practice it, and if things go badly, USE IT.

Stay safe and let’s keep the responders as well as the citizens of Haiti in our prayers.

Science Is Your Friend

While taking Honora to school a few days ago, Bob Edwards was speaking on NPR Radio with Chris Mooney and Sheril Kirshenbaum, the authors of the book, “Unscientific America”.  While the book apparently discusses “scientific illiteracy”, some of the commentary seemed applicable to what we currently endure in the fire service; clinging to tradition for tradition’s sake and the global ignorance of scientific findings that can improve our efficiency and safety.

The authors, in discussing their premise, suggested that the general populace isn’t stupid when it comes to science, they’re just disengaged.  The idea that they put forth is essentially that science needs to discover a way to get people to re-engage on the issues, which is not as easy as it might seem.  While the scientific community as a whole might not necessarily agree upon the ways to communicate their issues, for scientists and supporters of science to simply dismiss the “emotional side” (my quote) of others when it comes to scientific issues is turning their back on the problem.

In the early to middle parts of the last century, scientists were looked at as heroes.  Science brought us protection against disease; it brought us innovative fabrics and materials.  Science ushered in a nuclear age and took us to the Moon.  Science, however became pedestrian or became background noise.  Although Mooney and Kirshenbaum didn’t suggest it, I suggest that maybe we all began to take these accomplishments for granted.  Consider that every other time I upgrade my computer it becomes a third smaller and four times faster (and I seem to have to upgrade these bad boys about every two or three years).  While the laptop I am typing this on has 500 GB of storage, my first work computer back in 1988 had MAYBE a 120 megabyte hard drive.  Since I wasn’t so computer literate back then, I couldn’t even begin to tell you how much RAM it had.

While these technological miracles happen almost daily, maybe they’ve become a little too commonplace.  And of course, the unintentional wall established between science and the rest of us (maybe I’m a bad example) doesn’t afford any converts.  In fact, the authors discussed that Carl Sagan suffered considerable stigma from the scientific community because of his efforts to put science in a context others could understand.  The result was that he was considered to have “populist” (their quote) views and was somehow, not worthy of inclusion into the supporters of science.

What has happened is that science just isn’t as popular a subject.  Mooney stated that if you read the newspaper, “Science doesn’t beat the horoscope or the sports pages” among most people.  Along with the theory that your political view influences your perspective on science (I’d agree with that), especially in this day of deeply divided emotions about our nation and the people who run it, I’d bet that the thought of discussing some of these scientific endeavors (stem cell research, evolution, etc.) with some of your friends or family probably makes you uncomfortable, regardless of where you stand.  So it’s no question that science in many circles, isn’t exactly a hot topic of conversation.  In fact, unless you are surrounded by a bunch of like-thinkers, you might well avoid scientific discussion altogether.

So just as goes science as a discussion for us all, so goes the fire service for those of us within it.  Go to any firehouse and you’ll see some strong feelings on certain fire service topics.  For any of us to discuss deeply held beliefs about our fire service brings up some pretty raw emotion.  Depending where you sit on many of these issues, sometimes it is better to sit it out and watch the fighting than it is to engage.  Why is that?  Well, I know personally, while I don’t shy away from conflict, I am not interested in engaging in an all-out battle with anyone who just can’t see any side of the issues except the one they are on.  If I choose to remain open-minded and civil, so must you.  That doesn’t seem to prevent people from acting like assholes though (yeah, I said it).

Blogging and posting is a little unique.  The anonymity of being online seems to permit some of the less enlightened individuals to pipe up when they should probably just stick a sock in it and slink back to their corner.  Especially when I’m being lectured by some moron who has two or three years under his (or her) belt and all of a sudden, they are the subject matter expert du jour.  Since the privacy of the internet protects cowards and psychos from getting popped in the mouth if they cross the line, I’d just as soon focus on positive discussion, but it doesn’t seem to stop some of them.

The emergency service industry, as does the scientific community, must remain objective while considering the deeply held beliefs and traditions of those who came before us.  While it seems that logic should overturn any voodoo, the scientific community can’t be dismissive of the emotion attached to these beliefs, because they can be equally as powerful, and no scientist has really been able to explain that.

I’ve said before that I love the traditions of the fire service.  I come from four generations of firefighters and I am proud of that heritage.  But just as my grandfather and my father were renegades and agitating for change and improvement, so do I.  I’m happy to keep a roto-ray on the front of my engine, but I’m not so keen on rushing so quickly to a fire alarm that I flip a rig.  I guess that’s a tradition that seemed to occur a lot in the past that I’d just as soon leave behind.  And yes, there are some who still think that this is acceptable behavior, as do those who think risk/benefit analysis is for sissies.

If we really want change, we have to understand that it scares some people.  Being dismissive of their fears or their preconceived beliefs doesn’t bring them to us in harmony, it creates division.  Understanding how and why things do the things they do is just as important as understanding who we are and where we came from and how we got here.  Since most of you reading this already get “IT”, I’m probably preaching to the choir, but perhaps we can do a better job of reaching out to the dinosaurs and conveying our respect for the way things were done, as well as educating them on safe and effective practices.

Understand that although scientific exploration may bear out an idea and that idea is as right as rain, that same idea will remain locked up in your head somewhere if you’re unable or unwilling to frame the idea into something everyone can understand and eventually, embrace.  If I had the universal answer to all of our problems, I wouldn’t be sitting here asking you open-ended questions.  But it seems that the questions keep getting asked and we aren’t hitting on the answers.

As a brotherhood, we need to band together and discover what others have found before us.  That together we can work toward improving public safety while striving for our own safety as well.  That tradition is important, but it doesn’t supplant common sense.  And that science, in reaching out to find answers to our questions, has achieved a method of achieving logical approaches to many problems, but we have to sometimes choke back emotion and realize that improvement sometimes means walking away from the treasured, but flawed, reasoning of our past.

Elvis, Urban Legends, Grapevines and The Firehouse

Elvis has left the building, in the literal sense.  Elvis Presley came to mind today because of the Facebook vote we are taking for a colleague as to whether or not he and his fiancee should elope to Vegas and get married by an Elvis impersonator.  But as happens with many ideas of mine, coffee, and driving home from work, Elvis was soon replaced to musings on the life of urban legends and likewise, those musings to the issue of the “Firehouse Grapevine”. 

Of course, this then led to further examination of the term, “grapevine” and my wondering if it had some sinister Latin origin like maybe Caesar heard Brutus planning through a grapevine or something (by the way, the word “sinister” has it’s origin from the Latin, “left”, as in your left hand, and I am a lefty but not sinister. But I digress…). 

Of course, the origin of the phrase is nowhere near as sinister (or left-like).  The origin of the phrase, according to the website, The Phrase Finder, comes from, well, read it for yourself:

The first practical public demonstration of the telegraph was given in 1844, when Samuel Morse sent a message from Washington to Baltimore. The invention was widely welcomed as a means of rapidly communicating news. It soon became clear though that close communities already had effective word-of-mouth communications. Soon after the telegraph was invented the term ‘grapevine telegraph’ was coined – first recorded in a US dictionary in 1852. This distinguished the new direct ‘down-the-wire’ telegraph from the earlier method, which was likened to the coiling tendrils of a vine. It’s clear that the allusion was to interactions amongst people who could be expected to be found amongst grapevines, i.e. the rural poor. 

In 1876, The Reno Evening Gazette ran an article about a bumper corn and grape crop. They commented on the fact that the people who were then called Indians and Negroes seemed to be already aware of it (hardly a surprise you might think as it would have been they who had harvested the crops):

“It would seem that the Indians have some mysterious means of conveying the news, like the famous grapevine telegraph of the negroes in the [American Civil] war. The Pioneer Press and Tribune says that, while the first telegraphic news of Custer’s death reached them at midnight, the Indians loafing about town were inquiring about it at noon.”

 The term ‘bush telegraph’ originated in Australia, probably influenced by ‘grapevine telegraph’. That referred to the informal network that passed information about police movements to convicts who were hiding in the bush. It was recorded in 1878 by an Australian author called Morris: ”The police are baffled by the number and activity of the bush telegraphs.”

 In the UK it was the ‘jungle telegraph’ – referring to communications in outposts of the British Empire around the same period.

 Of course ‘heard it through the grapevine’ is best known to us as the Motown song, recorded by Gladys Knight & the Pips in 1967 and by Marvin Gaye in 1968. It’s salutary that, whilst the telegraph is long gone, the person-to-person communication that preceded it is still going strong.

 So by now I’m sure you are asking, “Where are you going with this, anyway?”  Here’s where I am going: Is there an emergency service organization (or any organization, for that matter) anywhere in which a certain amount of information, often incorrect or incomplete, isn’t passed around from day to day, affecting the morale of the personnel?  I know of none.  People, by their nature, are curious.  Any lack of information creating a vacuum in their field of knowledge will rapidly be replaced by something; if that something is the guy or girl at the station who likes to gossip and/or stir things up, you can guarantee that THIS information is what will be disseminated, not the truth.

So what created this vacuum in the first place?  A lack of information.  We used to joke in our organization that if we wanted to know something about our department, we needed to read the local newspaper.  The flow of information from ‘The West Wing” as we call that section of our Headquarters, was notably absent.  Was it an issue of trust?  Was it an issue of neglect?  Who knows, and it’s old history anyway.  The point is that in an absence of information, someone will gladly fill that spot up for you.  So do you want it to be the correct information, or the rumors?

Our organization, in this administration, has gone forward with an agreement that we should be as transparent as possible.  Short of personnel issues and issues that require a certain amount of timing, we have been very open about our plans and have gone to extraordinary lengths (sometimes, admittedly, frustratingly extraordinary) to include others in the process of running a world-class emergency service.  But the efforts are paying off.

With some isolated exceptions, most of our personnel seem to understand more about the nuances of our operation and they seem to appreciate the candor of our chief.  A key phrase that is used, especially in this time of uncertainty: “I don’t know”.  When you don’t know something, you should say so, because people, and more specifically, firefighters, can spot BS a mile off.  But the effort to find out, or to at least explain the reason why we actually don’t know, is imperative for building the trust of the people who work with you.  If you don’t know because of ignorance, shame on you; but if you don’t know because of ambiguity or fluctuating conditions, well, be frank with people and educate them so they too can help solve your challenges.

While the best way to kill off the grapevine is to cut it off at the root, in my limited viticultural experience (none) I have been led to believe that the root stock, with proper care, can be regrown.  In similar fashion, although you may fire the “pot stirrers”, it is likely that the core issues that caused that grapevine to prosper will soon be right back at work, disrupting your team.  Furthermore, although we may not agree with their methods, if you listen to what those annoying and often counterproductive individuals are saying, you might find a shred of truth.

So while I can’t attest to the current status of Elvis, and I can spot what seems like an urban legend and check it out, the closest I have come to solving the riddle of the firehouse grapevine is to insure my people are informed and involved.  And if you dig to the heart of any well-regarded organization, you’ll find those characteristics are shared among all of them.  My advice to you: Be the same.  Listen to your people, let them listen to you, share the knowledge, and build consensus and collaboration.  May the fruits of your labor be productive and many.

I woke up very early this morning with some reflections of how the last week has gone and was thinking back to how much easier it was in the “old days”.  While the year 1984 has certain significance to many (you know, the book), the year has certain significance for me because it was my last year to be “one of the guys” and in 1985, I earned my first promotion.

In 1984, things were relatively easy.  I only had to worry about coming to work and making sure my Captain was okay with the things I did, and making sure I didn’t screw anything up.  So long as I did what I was told and tried not to overthink things too much, I could blend in with the team and work together, not worrying too much about how my individual issues affected anyone else. 

When I was hired in 1982 I already had some experience in rescue and I was already a certified EMT.  So in 1984, with my prior experience and the two additional years, I had some credibility that I brought to the team.  My job was to drive the squad, which in our department, carried all the rescue and medical tools we had in those days.  If we had a structure fire, I would slide over to drive the ladder truck instead and my officer would drive the squad.  The rest of the crew was on the engine.  That was pretty much the extent of my decisionmaking responsibility.

In 1984, we hadn’t embraced the computer as a tool.  Alarm and routine information was entered by hand into the station log book, so one of my most important tools was one of those Bic multi-color pens.  Alarms could be entered in red, other stuff in black or blue, and I can’t even remember why we used green, but we did.  Now that was technology.  Things changed in 1985.

By the end of 1984, we had the beginnings of huge changes.  We were adding fire stations and personnel.  The numbers of occupancies in our jurisdiction were growing by leaps and bounds.  We were going through Fire Chiefs as fast as they could be replaced as our commission was being challenged on issues.  We unionized and I was elected the Vice-President of the local.

But my main focus was on the changes in the national industry, because they intrigued me.  As the guy who brought in updated rescue technology from my previous department, I struck forward with the effort to train personnel in confined space entry and rope rescue, in advanced extrication techniques and in the techniques used for structural and trench collapses (when I went through Rescue I and II in Montgomery County, PA in 1981, we were creating tripods, gantries, and a-frames from hemp rope and timber, but the technology went through the roof in a matter of four years).  I got involved on a deeper level and at times, took a lot of heat for it from my colleagues and my superiors as well (nothing like being teased with “Calling Dr. Mick, calling Dr. Mick” because you decide to get your paramedic; ah, but those were the days).

I talked about Heifetz and Linsky in an earlier post and their observation that with change, there is danger.  If you are an agent of change, you will undergo attacks and even character assassination (or ACTUAL assassination: just ask MLK and Gandhi) because you represent a shift from what is comfortable and safe, to unstable and experimental.

Now that we have global access and reach we can share ideas that can both be widely popular and widely challenged.  We have a much more diverse audience and what seems to be understood as a logical solution to an issue may not even be feasible in a different culture or under a different circumstance.  To us, what may be the obvious might be the unreal.  Therefore, it is our responsibility, no matter how surreal the situation, to at least listen and try to comprehend, in an effort to achieve understanding.

That all being said, we all, from our differing viewpoints, carry a responsibility to accept what is right – and by right I mean understood to be realistic and applicable as a result of scientific evaluation and confirmation of our theory, as well as what is right by our fellow man – and not rely on innuendo and supposition.  But when we confirm something to be fact, we need to appreciate it for the change it represents, and regardless of our views on the subject, consider embracing change for the sake of doing what is truly right; that is, what is considered efficacious and for the betterment of our fellow human beings.

Just because someone claims to be the expert, or has insinuated that they should be followed as a result of their experience, fails to understand that what is accepted today is not necessarily the reality, nor is it the ultimate.  Things change.  When someone makes spurious claims, they should back them up with evidence.  Evidence isn’t someone saying “this happened”, evidence requires substantiated proof.

Things have changed a lot since 1984.  We now have expectations in the emergency service field that require us to challenge the people who say “this is true” not for challenging their authority, but to prove that what it is we take for gospel is correct, and that the service we provide based upon those theories are accurate and for the best of the people we serve.  Failing to operate in a transparent manner is only asking for trouble.   We have to accept criticism for what it is and understand that if we put emotion aside, there might be a grain of truth in what is being said.  By being introspective and realizing our faults, we achieve enlightenment. ‘Nuff said.

Every now and then, I like to see what innovations are out there in US&R by simply plugging in some keywords and deep searching the net.  I was doing this before turning in tonight and after repeated drilling down of particular terms, I found that the International Association of Structural Movers‘ home office is located a few miles from our US&R Headquarters.  Here I am, supposedly a leader in the US&R community, dealing with all kinds of technical people and resources, and didn’t even know that a potentially amazing source of information is right there for the taking.

 I don’t know if this lead will pan out, but it occurs to me, sometimes we don’t even realize the value of what we have right next to us.  I was discussing the need for education to my troops today and I reminded them that we have multiple sources of expertise within our organization that most departments would kill to have.  What lunatics we would have to be to not use that expertise to improve our own situation?

Unfortunately, it happens all the time.  Chief Harry Diezel of Virginia Beach, VA, a man I admire greatly, once said, “Here, I’m an a**hole, fifty miles away, I’m an expert”.  Our relative closeness to an individual sometimes clouds our realization of their contributions to the greater good.  We may have known “ol’ Joe” for years, but maybe it’s time you stepped back at him and looked to see what expertise and experience he actually brings to the table.

Just because you don’t recognize a diamond with your nose pressed up against it, doesn’t make it less valuable.  Step back and appreciate the value everyone brings to the table and understand that in their sharing information, it makes us better if we can learn from it.

The Value of Education

As Jamie Thompson over at The Kitchen Table points out, getting an education is an investment in your future. Yes, there are things that need cutting back in departments, but the training budget should be one of the last to go. As a chief officer in your organization, are you putting your money where your mouth iHilton Head Island HAZMAT at Hardeeville Drills? As a member in the department, are you really concerned with providing the best service you can provide?

Education not only gets you a nice certificate on the wall; it opens your mind up to possibilities, it expands your horizons. And I’m talking about the benefits to the entire department, not just to the individual. When someone comes back from training, we don’t always do the best job of picking their brain for new ideas, or getting feedback on what best practices we are doing now and what we could be doing.

The training budget is to emergency service what the research and development budget is to corporate entities; organizations that fail to perform research and continually improve are likely to be lower performers than organizations who don’t.

Take advantage of the opportunities for providing R&D for far less cost than doing it in-house; send your people to school and if you are in a department that encourages you to go to training, take advantage of it.
